Minimum Qualifications:
- Minimum experience 7 to 10 years in relevant field.
- Demonstrated track record of delivering accurate, well written and fit for purpose deliverables on time and within the budget.
- A Strong understanding in International development practice.
- Fluent in Arabic and English.

Job Responsibilities and Terms of Reference Position Summary:
The Engineer will provide oversight on activities conducted by USAID Implementing Partners (lPs). The position will support several functions as required by the project, and under the direction of the Project Manager. These activities may include but are not limited to field visits for data collection, observations and reporting during construction, coordination of field oversight team, review of designs, schedules, and budgets as requested by the Project Manager. The position will require frequent travel to field sites where lPs are working (or planning to work). The position will participate in meetings with lPs and will also document and circulate meeting minutes when applicable.
Specific duties include:
- Coordinate with the Project Manager and/or the Construction Manager to develop field visit objectives for each field visit.
- Assist with data collection for Home Office or in-country engineering team members.
- Develop schedule for field visits both - planned and impromptu visits, in coordination the Construction Manager.
- Provide construction or activity oversight reviews during field visits.
- Develop brief reports for each site visit.
- Participate in reviews of construction submittals, shop drawings, and potentially other submittals and plans from the lPs.
- Review/verify Bill of Quantities (BoQs), construction cost estimates, and quantity surveys.
- Provide regular and periodic inputs for the Monitoring, Evaluation and Learning (MEL) plan and reports as requested by the Project Manager and/or the Construction Manager.
- Review and verify lP's compliance with USAID's environmental requirements.
- Participate as required in field management meetings and/or lP contractor or USAID meetings on an as-needed basis. Prepare and deliver minutes of such meetings or assure that they are being taken.
- Oversee, or assure the oversight of field testing, sampling, and laboratory testing by the construction contractors on an as-needed basis.
- Verify the quality of work and completed facilities.
- Verify lPs compliance with their own procedures for quality control, safety management, and material approvals.
- Prepare, review, or assess change orders as may be required.
- Review all field inspections, data collections, or laboratory testing reports.
- Lead or participate in review of substantial completion of the site.
- Lead or participate in review/update of punch list items.
- Participate in testing and commissioning phases of equipment.
- Lead or participate in final inspection and handing over of the site.
- Review of As-Built Drawings and Operations and Maintenance Manuals by the lP construction contractors.
- Review and verify completion of all necessary construction close-out documents.
- Conduct visits during maintenance and DLP period and report on progress.
- Conduct site visits to verify operation of the completed facilities.
- Verify the receipt and approval of completed facilities by relevant beneficiaries including receipt of manuals, warranties, and as-built drawings.
