Overview: The Data Visualization and Information Management Officer is responsible for the management and maintenance of an existing dashboard platform, including both back and front ends, and the production of data visuals for analytical reports. The officer will also be expected to support in the creation of new platforms, in consultation with COAR country teams.
About COAR: COAR is an independent social enterprise that supports the international community to navigate and adapt policy, programs, and projects to emerging and progressively complex, fragile, and high-risk environments.
Objectives:
To support COAR’s data management and visualization by:
- Producing usable, digestible, and accessible digital platforms and databases to better synthesize a growing repository of qualitative and quantitative data;
- Managing, maintaining, and continually enhancing the existing dashboard platform;
- Producing data visuals that effectively display large sets of data in the form of maps, tables and other graphics.
Activities:
The Data Visualization and Information Management Officer will:
Exercise responsibility for the management, maintenance and continuous updating of the existing dashboard platform — and allocate approximately 50% of LOE to the creation and maintenance of new data management platforms, or data analysis and visualization thereof — by performing the following tasks:
- Compile, aggregate, clean, and organize primary and secondary data in accordance with COAR’s guidelines, methodology, and standard;.
- Import collected data to the existing dashboard;
- Update data visualization on the dashboard to include heat maps, trends graphs, table categorizations, and other analytical graphic representations or other requests as needed by the project manager or client;
- Manage and maintain the back end of the project database;
- Manage and maintain the front end of the dashboard, such that users can easily filter and sort the data, as well as produce reports;
- Manage user profiles (including open/full and restricted access).
Exercise responsibility for the data visualization of analytical narrative reports:
- Produce interactive visuals that effectively display data trends such as dynamic maps, heat maps, trend graphs, timelines, geographics, table categorizations, and other analytical graphic representations;
- Produce a monthly summary of collected data using Power BI to allow for easy analysis by project analysts and thematic experts.
Deliverables:
The Data Visualization and Information Management Officer will:
- Ensure monthly maintenance, update, and management of the dashboard platform (both back and front ends);
- Initiate new platforms, as required, in collaboration with project teams;
- Respond quickly to requests for creation of user profiles, fixing of bugs/issues, and any other requests by the project manager and/or the client;
- Produce a monthly summary of collected data using Power BI;
- Join bi-monthly data analysis meetings;
- Produce static data visualizations for analytical narrative reports on a regular basis, and support the Graphic Designer with data to be used in published reports on an ad-hoc basis as needed;
- Produce interactive data visualizations as needed, in consultation with project management teams.
Qualifications and Experience
The ideal candidate for COAR Data Visualization and Information Management Officer will have:
- A Bachelor degree in Data visualization, data analysis, digital media data science, visual design, computer science, geography, international development, humanitarian affairs, international relations, or equivalent. Certificate courses and relevant “bootcamp” training may be accepted in conjunction with relevant professional experience.
- Excellent knowledge of quantitative data analysis;
- Excellent knowledge of a variety of data visualization software, such as: G-Suit, Adobe, ArcGIS, QGIS, Power-BI,Tableau, or Carto;
- Knowledge of quantitative data analysis tools such as SPSS, R, or Python highly desirable;
- Demonstrable experience in cartography;
- Experience in managing, maintaining, and updating a dashboard (both front and back ends);
- Experience in data cleaning, management, and aggregation;
- Excellent knowledge of data visualizations, data analysis, and infographics;
- Demonstrated outstanding capacity for rendering complex data in clear infographics which summarize development and emergency issues, preferably relating to conflicts;
- Good knowledge of Lebanon’s geography and administrative divisions. Knowledge of the region, including Syria, is desirable;
- Excellent knowledge of English; Native local and cultural knowledge of Arabic;
- Confidence and ability to work autonomously;
- Ability to interact effectively with international and national personnel, as well as with project partners and community members;
- Ability to work and interact with a diverse staff from different ethnicities and backgrounds;
- Ability to conduct oneself with sensitivity and respect toward others.
