BACKGROUND
The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.
CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases. CLDH’s team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.
CLDH’s complementary components include advocacy, public mobilization, rehabilitation for victims of torture and families of enforced disappearances, and the provision of pro-bono legal services for vulnerable groups.
As of August 2020, the Lebanese Center for Human Rights is involved in an emergency response plan aimed at assisting those who have been affected by the Beirut blast.
CRITERIA
Contract Terms
CLDH intends to issue a Fixed Price Contract to one or several company(ies) or organization(s). The successful bidder(s) shall be required to adhere to the statement of work (see below, section 5) of the resulting contract.
Tender Evaluation Criteria and Submittals
Documents and required information listed in the tender submittals are necessary to support the eligibility criteria and to conduct the evaluation of received proposals (and due diligence). While absence of these documents and/or information does not denote mandatory disqualification of the bidder, the absence of any of the submittals has the potential to impact the technical evaluation of the proposal severely and negatively.
During the technical evaluation of the bids, CLDH may at any time request the bidders to provide samples, additional information or clarifications regarding their bids.

PROJECT CONTEXT
CLDH already has a website (www.cldh-lebanon.org) where all major events, projects, publications, news and blogs are posted regularly. Blogs are categorized in major tags (Detention, Disappearance and kidnappings, Torture, Racism and Discrimination, and more than 20 other Human Rights actions.)
The website gives visibility on our mission and values, as well as our projects and actions done to tackle the Human Rights challenges. It’s our main interface to interact and share with the public, our volunteers, donors and the media outlets.
PURPOSE OF THIS PROJECT
We’re looking to revamp our website in a whole new design and user experience (UX), which will increase the legitimacy of our NGO in representing the persons and cases that we assist.
Such a website will solidify our professionalism when soliciting support. It helps convey the role our Center plays so that potential members, partners and donors better understand our cause, which is especially important when we are trying to convey our message to the press or when we are seeking donations, grants or tenders.
The proposal of the bidder should include (or provide as separate documents) the following:
Project Plan:
-Detailed project plan with a list of activities, sprints, and resources allocated.
-Website Architecture: Specifying the hierarchy of pages on the website.
-Backup Plan
-Disaster Recovery Plan
-User Guide (in English only)
-API documentation: To be able to do future integrations, it is necessary to document all APIs describing the purpose of each API, defining each input, and explaining the output.
