The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations.
CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases.
CLDH team on the ground supports initiatives aimed at determining the fate of all missing persons in Lebanon.
CLDH regularly follows up on numerous cases of arbitrary detention and torture in Lebanon in coordination with Lebanese and international organizations, and with the United Nations Working Group on Arbitrary Detention WGAD and the UN Special Rapporteur on Torture.
CLDH also has an office in Beqaa area where the team offers legislative support to everyone residing in Lebanon including detention cases and works on referrals through CLDH team.
Duties and Responsibilities:
Under the supervision of the Head of the Legal Department and in coordination with the detention coordinator the lawyer will be requested to:
1-Conduct Prison visits:
To conduct weekly visits to prisons, police stations, and detention centers to identify cases in need for legal assistance.
Visits will be coordinated and reported to the Head of the Legal Department and reported to the Database Coordinator.
2- Provide legal assistance including consultations and representations:
Cases identified or referred to the lawyer will be provided with consultations and representation when needed.
They will also be responsible for providing legal representation in courts, administrative bodies and any other governmental and non-governmental institutions and will include but not be limited to:
- Act as beneficiary’s lawyer (with a power of attorney),
- Defend the beneficiaries in courts.
- Present appeals to courts decisions.
- Assist detainees in police stations
- Apply for having the sentences of the prisoner run concurrently.
- Apply for a reduction of the amount of the bail.
- Close old arrest warrants that could have remained in the detainee’s file.
- Follow-up detentions at the General Security.
- Coordinate with relevant institutions.
- Facilitate release or departure according to the needs
3- In House Consultations:
Candidate will also be responsible for poviding legal consultations at CLDH premises covering all types of cases including the ones at GSO and different civil courts.
Welcome the beneficiaries at CLDH and counsel them regarding their file, their legal status in Lebanon or other legal issues they may have. ( mainly related to HLP, repatriation, civil documentation and labor law etc.).
4- Reporting and updates:
Provide monthly legal updates on the legal situation in Mount Lebanon to the operation team .
Lawyers will have to fill the legal information form for each consultation provided and will also be responsible for the legal filing at the office in coordination with the data coordinator. Provide monthly reports on the legal cases with the coordination and support of the M&E team.
Attend monthly team meetings with the team to provide updates on the cases.
Essential Minimum Qualifications and Professional Experience Required:
- 3 to 5 years of experience
Education:
- Lawyer must be registered at the Bar Association
The selected candidate will work in Beirut and Mount Lebanon.
