Main Tasks
The Administration & Finance Officer/Manager will be responsible for finance management, accounts maintenance, budget control, and for coordinating and executing broad administrative support functions across CeSSRA's programmes and projects. Under the supervision of the Co-Directors, and in close collaboration with research and project officers, managers, and coordinators, the post-holder ensures the financial integrity, regulatory compliance, and operational effectiveness of the organisation.
Key Responsibilities
A. Financial & Accounting Management
• Review and implement project budgets and resource mobilisation plans aligned with CeSSRA’s strategic action plan; formulate budgetary estimates for regular and extra-budgetary funded projects; plan, organise, and monitor approved allocations by programme.
• Administer, control, and disburse funds within approved budgetary allocations in accordance with established regulations, procedures, and delegated authority.
• Design and monitor a sustainable accounting and finance management system; establish internal controls; maintain cash and bank books and reconciliations, including control of disbursements and balancing of ledgers.
• Produce monthly financial statements (income statement, balance sheet, trial balance) and project-specific reports; prepare monthly supplier, bank, and cash reconciliations.
• Process payments of remunerations, allowances, per diems, cheques, bank transfers, and cash disbursements to staff, vendors, and claimants; verify and prepare all reimbursements.
• Manage data entry of all financial transactions into the accounting software, ensuring documents are eligible and accurately recorded in accordance with applicable accounting standards.
• Coordinate the collection and analysis of financial data to recommend rates or adjustments for contractual and donor arrangements.
• Ensure compliance with CeSSRA’s rules and regulations, donor agreements, and applicable government requirements; brief and guide officers accordingly.
• Establish and maintain a proper filing system for all financial documents (electronic and physical).
• Serve as the main focal point for internal and external auditors; prepare required audit reports and reports for authorities, donors, partners, and local authorities.
B. Administrative Management
• Manage the day-to-day administrative operations of the centre, programmes, and projects.
• Monitor and coordinate premises upkeep with service providers and municipal/government counterparts, as per contracts and lease agreements; manage logistics and service contracts.
• Update and maintain comprehensive inventories of the centre’s assets and resources.
• Perform other related duties as required.
Qualifications & Requirements
Education
• Bachelor’s degree in Accounting, Finance, Business Administration, or equivalent. A Master’s degree is strongly preferred.
Experience
• Minimum 4–5 years of experience in finance and administration, including at least 4 years with non-profit or civil society organisations.
• Demonstrated experience in donor reporting, budget management, and compliance with institutional funding requirements.
Skills & Competencies
• Proficiency in accounting software and Microsoft Office Suite, particularly Excel.
• Fluency in Arabic and English (written and spoken); French is an asset.
• Strong analytical, organisational, and problem-solving skills.
• Excellent interpersonal and communication skills; ability to give and receive feedback constructively.
• Ability to work independently and collaboratively, managing multiple priorities and delivering results on time.
• High level of integrity and commitment to organisational values.
