Terms of reference Project Officer- The Civil Society Incubator (link) About Lebanon Support Lebanon Support is an independent non-governmental, non-religious, non-political, and non-profit making information and research center. Established in 2006, Lebanon Support was registered as a National Non-Governmental Organisation in November 2008 (registered under the number 168/2009 AD). Lebanon Support aims at enhancing civil society capacity, efficiency and effectiveness through the creation of public spaces for reflection, collaboration and debate on and for civil society in Lebanon.   Lebanon Support adopts a multidisciplinary approach and evidence and fact based methodologies in civil society work in Lebanon so as to support and develop a civic voice and a better impact towards better accountability and societal change in Lebanon.   Within this framework Lebanon Support focuses on information and knowledge sharing and management, production and delivery; as it is within Lebanon Support’s beliefs, that information and knowledge are at the heart of developing adequate strategies and interventions to reduce existing vulnerabilities and marginalization in the country. Background Lebanon Support is currently implementing three main programmes: Daleel Madani, launched in 2006, an online collaborative platform for civil society news and services; and the  Civil Society Knowledge Centre, launched in 2013,  is the first and most developed online platform for  research and knowledge management for civil society organisations, professionals, academics, and activists in Lebanon. Finally Lebanon Support has launched in 2016 the Civil Society Incubator, a programme designed to foster the creation, development, and growth of local civil society and public action initiatives, organisations, or projects. Main Tasks Under the supervision of the Head of Research and in close collaboration with the Director of Publications and the Finance manager, the Project officer (PO) will be responsible for the following tasks Manage the overall programme by planning and tracking project activities in accordance with the project agreements;    Establish work plans, set performance targets and indicators, and identify challenges and strategies to achieve project aims in coordination with the relevant team members; Oversee all project activities and be the main contact point for the centre, the donor and the project staff; Coordinate events and trainings; Liaise all over the territory with stakeholders and partners; Ensure project activities comply with the policies and regulations of the centre as well as those of the donor organisation/s; Oversee the development and execution of project deliverables, lead project planning, budgeting, action plans and monitoring processes; Submitting activity reports, meeting minutes and financial reports on regular basis to the management as well as the donor; Oversee the preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports; Oversee fundraising activities relevant to the project; Lead and motivate the project team and monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project; Ensure close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements; Employ resourcefulness in project design, implementation and monitoring. Trouble shoot project problems, and identify and implement creative solutions; Contribute to the development and review of programme related internal materials, tools; Contribute to the review of programme material for quality and consistency prior to dissemination; Track deliverables and communicate the project's progress to the Head of Research as well as external partners and donors; Lead on the coordination, preparation, and submission of donor reports, under the supervision of the Head of Research and in collaboration with the other Lebanon Support units; Review financial progress, identify realignments where needed, and ensure resources are being effectively and efficiently used; Ensures that operational monitoring and financial monitoring are consistent, in collaboration with the Administrative andFinance Officer; Ensure implementation is in compliance with Lebanon Support’s internal policies as well as donors’ policies and procedures; Lead and manage staff and consultants under his/her supervision; Perform other related tasks as needed. Requirements Bachelor’s degree in social sciences (political science, sociology, anthropology, Non Profit management among others) is a minimum requirement; Two years professional experience in the fields of project management in non-profits including financial management; Strong organisational skills and ability to manage a programme including different projects, teams, partners, donors and audiences; Networking skills; Fluency in English, and Arabic are minimum requirements. Knowledge of French is highly desirable; Excellent interpersonal and communication skills, including good public presentation skills, and a very strong capacity for effective teamwork; Ability to work in a fast-paced and demanding environment.
