Livelihood Field Coordinator

Cesvi has been active in Lebanon since 2001 in different areas: North, South and Mount Lebanon, Nabatieh and Beirut. Funded by institutional donors and private foundations, Cesvi's projects cover a broad range of sectors - such as livelihoods, food security and emergency assistance - all with a crosscutting focus on protection. Since 2013 Cesvi has been responding to the spillover of the Syrian Crisis, paying special attention to Livelihood and Protection sectors, in close collaboration with local authorities, partners, CSOs, international agencies and other stakeholders.

 

Brief project profile

The Alliance2015 Partnership, represented by lead agency ACTED, Cesvi, Concern and Hivos, is running a program that aims to address root causes of conflict and instability in Lebanon, through the creation of sustainable income-generating and livelihood opportunities for vulnerable populations. Over three years, Alliance2015 partners will work directly with 1,800 individuals, 18 Social Development Centers (SDCs) and at least 27 Micro, Small and Medium Enterprises (MSMEs) across Lebanon. The integrated program targets vulnerable communities with economic inclusion activities through three main pathways:

(A) Building the capacity of SDCs leads to an improved delivery of livelihood-related services;

(B) Improving the technical and soft skills of vulnerable individuals to ensure increased participation in the private sector job market; and

(C) Improving the capacity of the private sector leads to growth and job creation.

Activities include providing livelihood-related resources, assets and renovations to each targeted SDC; offering TVET and soft skills training, paid apprenticeship programs and job-matching services to vulnerable individuals; and providing businesses development services and value chain support to MSMEs.

Purpose of the position:

The Livelihood Field Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of programs and operations’ activities, in adherence to logistics, human resource, administration, and security procedures. At the municipal and governorate level, the Livelihoods Field Coordinator represents Cesvi to relevant stakeholders, provides general support in his/her field of expertise and serves as focal point during program planning and reporting of the indicated project. The Field Coordinator will report directly to Cesvi Livelihood Program Manager. 

Duties/responsibilities:

  • Plan, monitor and report on skills training and livelihood support project components (Market Based Skills Training; Apprenticeships; Business support) in close coordination with Livelihood Program Manager across projects’ sites;
  • Oversee and ensure technical guidance and timely implementation of livelihood-related activities;
  • Support the logistics and ensure the daily follow up on project’s activities on the field;
  • Ensure the effective use of the available resources for livelihood-related activities;
  • Build and maintain strong relationships with local authorities, local partners and target groups and represent Cesvi and the projects before the partners and other stakeholders when required;
  • Ensure follow up with project partners, monitoring of attendance and performance to ensure that activities are delivered according to the project’s objectives and in compliance with Cesvi and donor’s regulations;
  • Participate in coordination meetings when required and prepare minutes of meetings;
  • Make field arrangements for planned visits to projects locations;
  • Conduct needs assessment and analysis and enter data on databases;
  • Assist in developing and conducting baseline and end line surveys for beneficiaries.
  • Inform on and document progress and challenges during the implementation phase of the program;
  • Regularly travel to field sites and centers to ensure activities are on-track;

Required Competencies:

  • At least 2 years of previous field experience in a humanitarian or development NGO;
  • Degree in Social Sciences, Business development or other relevant field;
  • Experience working with employability promotion programs, TVET, labor market studies and business development;
  • Excellent analytical skills, with proven ability to create and utilize qualitative and quantitative analyses in organizational planning;
  • Strong report writing and communication skills;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Excellent IT skills (MS Office);
  • Ability to work in an international and multi-cultural environment;
  • Ability to work under pressure;
  • Strong humanitarian commitment and ethical values;
  • Must have a valid driver's license and Lebanese nationality
