MEAL Officer

Cesvi is looking for a MEAL Officer to be responsible of the Monitoring Evaluation Accountability and Learning activities of Cesvi in Lebanon.

JOB DESCRIPTION
The collaboration is expected to start in March 2021.
The main duty station will be Beirut. Field visits in BML, South and Beqaa governorates are requested.

Key Responsibilities:

Cesvi is seeking to recruit a full-time Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to continue to develop and/or strengthen systems, practices and tools that contribute to sound project result-oriented management and the fulfilment of accountability standards.
S/he supports programme staff, as well as advises the development and implementation of new and on-going programmes and projects from a MEAL perspective.
S/he will ensure that the project is gender responsive and integrates gender in all action areas.

Main responsibilities: The MEAL officer will be responsible for:
• ensuring effective implementation of monitoring and evaluation system for conduction of project activities at assigned area;
• ensuring that the stipulated requirements in data collection, management, and display of the results are met on timely basis;
• guaranteeing the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced;
• ensuring sound complaints and feedback mechanisms is in place and properly functioning.

Main tasks:
• Support Project Managers in preparation of donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner;
• Support Project Managers in the development and implementation of project’s MEAL framework (comprehensive log frame related M&E plan and indicator tracking table, information flow, and internal reporting formats) in accordance with specific donor requirements;
• Preparation and testing of MEAL tools for data collection and analysis, and train/support field staff in data collection;
• Performs regular field visits, conducting data verification, quality assessments and reporting the findings;
• Data cleaning, validation and uploading into database;
• Support Programme team in conducting needs assessments by providing guidance on data collection requirements, sampling methods, developing data collection tools, data cleaning, validation and analysis;
• Provides technical guidance to projects teams, including partners, in planning and implementation of baseline/midline/endline and other data requirements to support programme analysis, the development and use of monitoring tools and instruments;
• Establish a data collection system flow and recording (databases);
• Synthesize and analyse M&E quantitative and qualitative data received on a regular basis;
• Provide a technical support to all projects on questions linked to M&E and cross-cutting issues (i.e. definition of indicators);
• Support Project Managers for the development of a responsive, functional and appropriate feedback and complaints mechanism mainstreaming feedback/complaints management into regular monitoring and following-up on beneficiaries feedbacks;
• Lead in the collection of positive impact stories and photos from projects and prepare them to be used for shared learning;
• Support the internal project evaluations (including designing the evaluation, developing and testing the data collection tools, taking part in data collection and analysis, drafting the evaluation report), etc.
• Support information-sharing and compilation of lessons learned between programmes and with the Head of Mission on programming issues.

Methodology:
• Directly implemented monitoring and evaluation activities;
• Development, adaptation and streamline of project management processes and tools;
• Project’s staff skill development trainings;
• Technical advising.

This will also include providing support to updating the project design and the logical framework in line with the project MEAL plan

REQUIRED COMPETENCIES
• At least two years’ experience in designing and implementing Monitoring, Evaluation Accountability and Learning systems, and using the Results-Based Management (RBM) approach, Logical Framework Approach (LFA) or equivalent;
• Previous experience in designing and utilising data collection tools (e.g. ODK, KoBo).
• Excellent command of Arabic and English, spoken and written;
• Demonstrated analytical and report-writing ability;
• Ability to translate narratives into matrices;
• Knowledge of PCM, monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
• Knowledge of Sphere Standards and Core Humanitarian Standards;
• Good capacities in data visualization;
• Good communication skills;
• Ability to work in a team;
• Ability to work fast under pressure;
• Computer literate (excellent knowledge of Microsoft Office including Excel).

DESIRABLE COMPETENCIES
– Prior experience in Livelihood and Education sectors;
– Experience with online systems capable of tracking export market;
– Masters, Diplomas or Certification in M&E, Statistics or related fields.

The MEAL Officer will work on a 11 months contract with an initial 3-month probation period, and possibility of extension.
