Administration and Human Resources Manager

The Administration and Human Resources (HR) manager will be a senior member of the operations team on the Lebanon ARE project. The HR manager will be responsible for administering, overseeing, and managing all HR-related issues including recruitment, personnel processes (hiring, on-boarding, performance management, termination), and ensuring compliance with Lebanese labor laws. The Administration and HR manager will additionally be responsible for ensuring compliance with HR-related USAID rules and regulations, and Chemonics policies, procedures, and best practices. The HR manager will provide administrative, logistical, and operational support to the technical implementation of the ARE project, and will coordinate regularly with ARE technical staff to ensure smooth recruitment operations, short-term staff onboarding and support logistics of the technical implementation.  

 

III. DETAILED RESPONSIBILITIES 

 

Lead the recruitment of short-term and long-term technical and operations staff, with guidance from the technical teams, Chief of Party, and Operations, Finance and Grants Director  

Review and finalize scopes of work for short-term and long-term positions  

Collect biodata information on candidate per Chemonics and USAID rules and regulations  

Confirm that all new hire paperwork is submitted, and personnel files are complete and compliant (in both hard and soft copy) with Chemonics policy, local labor laws, and USAID regulations 

Develop and manage on-boarding processes for all new hires, ensuring they are provided with adequate training regarding the project and relevant Chemonics policies to perform their roles to the best of their ability  

Manage the tracking of leave for staff and communication with ARE accountant and Operations, Finance and Grants Director accordingly  

Maintain accurate timesheet records and ensure all timesheets are submitted on time with correct approvals  

Serve as primary liaison between project staff and vendor on all local health insurance matters as required  

Review and manage project benefits with Lebanese staff members  

Advise on disciplinary actions, ensuring that all actions taken comply with local labor laws and Chemonics policies, and loop in Chemonics Home Office department as necessary  

Coordinate regularly with employees and supervisors to prevent and resolve employee relations issues in coordination with Chemonics’ Global HR Department and Office of Business Conduct  

Review and manager local processes and residential paperwork for project expats and STTA consultants  

Ensure project compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices  

Manage the day-to-day field tasks in areas relating to administrative needs of the office and the transportation plan  

Ensure the project policy manual, employment agreement templates, and other employee management templates are up to date, regularly review by the Operations, Finance, and Grants Director, and frequently coordinate with other Chemonics projects in country to ensure continuity across projects and with Lebanese labor law 

Supervise, train, and oversee the work of the office assistant and project drivers  

Oversee logistical support for office activities, both technical and administrative, functions as needed  

Other tasks as delegated by the Operations, Finance, and Grants Director as necessary  

 

IV. MINIMUM QUALIFICATIONS  

Bachelor’s degree in management, human resources, or another related field  

Five years of experience in a human resources or operations position, experience working in operations management of a USAID or other donor-funded project preferred  

Knowledge and familiarity with Lebanese labor law, and Government of Lebanon regulations and policies surrounding personnel benefits, income, and personal taxes, etc., with experience implementing and interpreting these policies for staff  

Ability to work in a professional manner with fellow staff members, visitors, and the public  

Excellent written and verbal communication skills  

Ability to exercise confidentiality and high levels of professionalism  

Fluent written and spoken Arabic and English
