Capacity Building Officer (multiple positions)

I.            Summary of Position

The Capacity Building Officer will contribute to the design, implementation and monitoring of capacity building activities and interventions, ensuring successful delivery in line with program priorities, budget and timeline, The Officer will conduct frequent field visits to the regions to directly communicate and coordinate with the respective regional teams, local partners, and beneficiaries. The Officer will also provide input for capacity building activity selection and methodology during the initial design of community stabilization and development activities.

II.           Specific Duties and Responsibilities

  • Working closely with the TO 3 and TO 2 teams to ensure delivery of capacity building activities that are appropriate to respond to the established program goals, purpose, and strategic priorities.
  • Under the technical guidance of the TO 3 Senior Capacity Building Specialist, implement capacity development interventions, such as training, mentoring, and organizational assessments.
  • Contribute to the analysis and evaluation of capacity building needs and make recommendations for targeted interventions to ensure consistency with program goals and objectives. 
  • In coordination with other project staff, provide technical assistance to municipalities and potential partners as required, during the implementation phase
  • Make recommendations for follow-up capacity building activities that could sustain and enhance the delivery of essential services or enhanced economic opportunities.
  • Conduct field visits to monitor progress of capacity building activities and provide support as needed.
  • Support the procurement of capacity building service providers
  • Support the Monitoring, Evaluation and Learning (MEL) team to define learning goals as well as to capture and communicate progress of capacity building activities, interventions and techniques against overall CSP objectives.
  • Undertake other duties as assigned by the Senior Capacity Building Specialist

III.          Qualifications

Required

  • Bachelor’s degree in a relevant academic area.
  • Minimum of 5 years of experience in designing and implementing capacity building approaches
  • Demonstrated capabilities in effectively engaging with municipalities, civil society and/or private sector, to implement development projects.
  • Experience delivering capacity development interventions, such as training, mentoring, and organizational assessments.
  • Demonstrated experience developing training curricula, including workshop agendas, presentations, and training exercises.
  • Familiarity with a wide range of capacity building techniques, preferably focused on adult learning.
  • Proven ability to work collaboratively across diverse sets of stakeholders.
  • Strong communication and interpersonal skills, as well as fluent written and oral English, knowledge of Arabic is required.

Preferred

  • Experience working on USAID or donor-funded programming
