Chief of Party

Position Description:

The Chief of Party (COP) will be the project lead point of contact in Lebanon. The COP will coordinate and be responsible for all contract management and implementation. S/he will be the primary liaison with USAID Lebanon on technical matters and must adjust programs and operations in response to USAID’s technical direction. The COP will also be the primary point of contact for the Chemonics home office PMU.  The COP is responsible for ensuring program compliance, client relations, and quality control and the overall responsiveness of technical assistance provided under the contract. The COP’s responsibilities include providing leadership, management, general technical direction, and compliance of the project, ensuring a comprehensive vision among all project components, actors, and stakeholders, and is responsible for achieving the contract deliverables. The COP will be expected to identify issues and risks related to project implementation in a timely manner and to suggest appropriate adjustments. This will be a full-time position based in Beirut, Lebanon.

Qualifications

  • At least fifteen (15) years of demonstrated experience in the successful implementation of development activities, including experience managing contracts valued in excess of $20M USD.
  • At least five (5) years of demonstrated experience in leadership and senior program management, including direct supervision of professional and support staff;
  • Experience working in the water and/or wastewater infrastructure, economic growth, and conservation of water resources in Lebanon, or significant experience in the Middle East region with demonstrated knowledge of Lebanon.
  • Excellent oral and written English communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners, staff, and colleagues
  • Proven experience operating in complex and high-pressure operating environments;
  • Experience in developing and managing multi-sectoral, donor-funded programs; and
  • Demonstrated ability to establish and sustain interpersonal and professional networks and relationships with donors, civil society organizations, private sector players, and host country government counterparts.
