Chemonics International, a leading international organization based in Washington, D.C., seeks a Chief of Party for the USAID-funded Improving Public Education Outcomes (IPEO) Program. The project aims to support the Ministry of Education (MEHE) and Center for Education and Research and Development (CERD) to improve reading, writing, and social and emotional learning skills of girls and boys in public primary schools in Lebanon. The program will support the public education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the CERD and the MEHE after assessing their institutional needs and gaps. Improving the use of data for enrollment, retention and learning will be essential for sustained outcomes. The chief of party will be responsible for the overall management and implementation of the project and take a leadership role in coordination among USAID, key stakeholders, and other implementing partners. The chief of party will also interact with numerous Ministry of Education and Higher Education officials. Qualifications and Responsibilities:
- Master’s degree or above in international development, education, public administration or related field from an accredited university
- Minimum 10 years of experience in managing and implementing large education reform programs in developing countries.
- Experience leading and implementing complex international donor funded education programs in challenging and conflict sensitive environment.
- Demonstrated leadership and effective organizational development, with exceptional managerial, team-building, and communications skills
- High level of interpersonal, technical and analytical skills with proven ability to coordinate with key stakeholders such as CERD, MEHE, and non-governmental organizations
- Experience in education policy reform, teacher professional development, education program monitoring, evaluation and learning.
- Strong communication and interpersonal skills
- Demonstrated leadership, versatility, and integrity
- English fluency required
- Experience in MENA region and Lebanon preferred
