FINANCE MANAGER

Project Background

The Lebanon Enterprise Development (LED) is a project funded by the United States Agency for International Development (USAID) with a goal to increase employment opportunities for Lebanese citizens. Due to multiple challenges, Lebanon’s private sector is lagging in creating economic opportunities and jobs. LED will identify binding constraints preventing businesses from increasing sales or reaching new buyers/customers and will provide customized technical assistance to enable Lebanese enterprises to expand their activities, increase sales and create jobs. Over time, LED will also prioritize selected business enabling environment problems and work with the relevant stakeholders to analyze these issues and propose the needed solutions.

Objective of Position

The Finance Manager will provide financial support to the project and in accordance with Chemonics’ highest standards and USAID regulations. Job responsibilities are concentrated in the spheres of accounting and financial management.

Specific Duties, Responsibilities, and Accountabilities

  • Process the monthly field office project expenditures (locals), submit locals to HO on monthly basis;
  • Prepare salaries, NSSF and Income Tax calculations.
  • Perform financial tracking of local sub-contractors and fixed price contracts;
  • Confirm backup documentation is complete for local employment agreements including both long- and short-term;
  • Review personnel files and ensure full compliance prior to making payroll;
  • Process payment of vendors and check preparation;
  • Maintain Short Term and Long Term LOE tracker;
  • Prepare VAT tracker
  • Prepare wire transfer request;
  • Prepare monthly financial projections for the project;
  • Perform financial analysis upon request;
  • Other duties as assigned. 

Reporting

The Finance Manager will report directly to the Deputy Director of Finance and Administration, or equivalent.

Qualifications

  • Bachelor’s degree in business administration, economics, accounting/finance or other relevant field;
  • Arabic and English fluency required;
  • Minimum four years of experience in finance management;
  • Previous professional experience with international donor programs, particularly USAID strongly preferred;
  • Previous professional experience in accounting/finance
  • In depth knowledge of the operating environment and employment regulations in Lebanon;
  • Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders;
  • Demonstrated ability to work productively within a team;
  • Excellent organizational and multi-tasking skills;
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment;

Computer skills including strong knowledge of Microsoft Excel, Word and Office applications with basic knowledge operating accounting software.
