2.  Project Background

 

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

3.  Summary of Position

                The Monitoring, Evaluation and Learning coordinator will work under the leadership of the monitoring, evaluation, and learning (MEL) Director with the general objective of monitoring and evaluating progress towards achieving intermediary results under the assigned task orders. The MEL Coordinator will assist the MEL director and MEL Manager in implementation of CSP’s performance monitoring, evaluation, and learning plan (PMEL). The Coordinator will also assist the MEL field officers with the use of data collection tools; he/she will ensure that indicators’ data is collected and reported in a timely manner and stored in DevResults – the program’s document registry system for MEL and program data.   

4.  Specific Duties and Responsibilities

  • Work closely, under the supervision of MEL Director, on implementing  Monitoring, evaluation and Learning (MEL) plans of CSP’s technical task orders.
  • Follow up with MEL field officers to ensure data collection in a timely manner.
  • Assist the MEL Manager in reviewing data quality, and MEL field officers in data collection forms.
  • Support the MEL team in developing knowledge management processes related to, but not limited to, designing and implementing surveys, focus group discussions, key informant interviews, developing scope of works for short term technical assistance
  • Input output and outcome data into the project indicators’ spreadsheets and DevResults-enabled CSP platform on a regular basis.
  • Perform primary data verification of data quality, conducting analyses, and reporting on trends.
  • Provide support to MEL team in designing, implementing, analyzing and reporting results of required surveys 
  • Organize and manage MEL related supporting documentation.
  • Provide support in other tasks, including, but not limited to: design of data collection tools, administration of surveys, participating in internal annual data quality assessments. 
  • Routine project related tasks including attendance at staff meetings, submission of required reports.

5.  Qualifications

  • Bachelor’s degree social studies or other related field
  • At least two years in project implementation and coordination
  • Skilled in research and analysis
  • Aptitude to synthesize information from different sources
  • Good knowledge in Monitoring, Evaluation and Learning methodologies and tools
  • Good analytical and reporting skills
  • Excellent computer skills (Microsoft Office Applications)
  • Proficiency of written and spoken English and Arabic are required
  • Familiarity with USAID funded projects
  • Good organizational skills
  • Good interpersonal skills
  • Ability to successfully initiate and maintain positive relationships with all CSP Task Orders and local actors

6.  Place of Assignment

The Monitoring, Evaluation and Learning Coordinator will be based in the project’s main office in Beirut and will be expected to travel as needed to CSP’s targeted regions.

7.  Reporting

The Monitoring, Evaluation and Learning Coordinator will report directly to the  MEL Director.
