1. Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced
economic opportunities to improve lives and reduce tensions that contribute to conflict and violence,
primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project will provide technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main purpose of this 5-year task order is to deliver technical assistance to enhance the sustainability of CSP’s community stabilization and community development interventions.
2. Summary of Position
The Municipalities Capacity Building Manager is responsible for the assessment, design, and implementation of CSP’s technical assistance and capacity building activities with municipalities. The
Manager will provide oversight of the delivery of technical assistance and capacity building approaches to municipalities for the sustained delivery of essential services and enhanced economic opportunities. During
the initial design of community/stabilization development activities, the Manager will be responsible for recommending complementary assistance for municipality capacity building. The Manager will also engage short-term technical assistance (STTA) or service delivery partners as needed for the delivery of TO 3
capacity building assistance interventions. The Manager will also be expected to conduct frequent field visits to CSP’s target regions to directly communicate and coordinate with the respective regional teams,
local partners, and beneficiaries.
3. Specific Duties and Responsibilities
- Working closely with project teams to proactively identify and design potential capacity building activities for municipalities that are appropriate to respond to the established program goals, purpose, and strategic priorities;
- Responsible for the design and implementation of capacity building activities and ensuring capacity building activity plans are designed for maximum strategic impact;
- Analyze and evaluate municipal capacity building needs and make recommendations for targeted interventions to ensure consistency with program goals and objectives;
- Source short term experts and service providers needed to provide technical assistance to municipalities and potential partners as required; oversee the work of service providers to ensure capacity building goals are being met;
- Supervise the work of field-based capacity building officers and ensure that technical assistance interventions are being implemented according to their design and purpose
- Make recommendations for follow-up capacity building activities that could sustain and enhance the delivery of essential services or enhanced economic opportunities within municipalities;
- Monitor and analyze Lebanon’s rapidly changing environment related to municipal capacity building needs on an ongoing basis;
- Actively engage with the monitoring and evaluation team to ensure new activities incorporate best practices and adaptive learning;
- Develop weekly and monthly priorities and manage their implementation to ensure timely delivery;
- Conduct field visits to monitor progress of capacity building activities and provide management inputs and technical guidance as needed;
- Undertake other duties as assigned by the TO 3 Director;
4. Qualifications
- Bachelor’s degree required; advanced degree in a relevant academic area preferred;
- Minimum of 5-7 years of experience implementing capacity building or other technically relevant projects or programs funded by international donors such as USAID preferred;
- Demonstrated capabilities in organizational capacity development for municipalities;
- Experience designing and overseeing capacity building and technical assistance interventions for municipalities, such as on-the job training, mentoring, and coaching;
- Demonstrated experience developing training curricula, including workshop agendas, presentations, and training exercises;
- Familiarity with a wide range of capacity building techniques suited for municipalities;
- Proven ability to work collaboratively and build consensus across diverse sets of stakeholders;
- Some supervisory experience preferred
- Strong communication skills for high-level audiences from the host-country and donors;
- Strong facilitation and training skills required;
- Experience working across Lebanon, specifically in the North, South, and Bekaa regions preferred;
- Fluency in spoken and written Arabic and English required
- Excellent English Reporting Skills
5. Location of the Assignment
The Municipalities Capacity Building Manager will be based in CSP’s main office space in Beirut and will be expected to travel to CSP’s areas of operation throughout the country as needed.
6. Reporting
The Municipalities Capacity Building Manager will report directly to the CSP TO 3 Director, or equivalent.
