The Coordinator is responsible for attracting Lebanese private sector funds and innovative investment solutions to implement appropriate interventions that attract private sector investments into the domestic water sector and reduce wastewater pollution and contribute to and support the sustainability of water and wastewater activities. This position will be based in Beirut, Lebanon and is contingent upon contract award. Lebanese applicants are preferred.
Specific Duties and Responsibilities
- Assess region-specific needs and implement innovative private sector-led solutions to improve the provision of water and wastewater services to communities including, but not limited to performance-based service contracts, turnkey infrastructure contracts, and financial incentive mechanisms to promote private sector cost-sharing for wastewater treatment;
- Develop and manage an investment incentives fund that creates mechanisms to encourage private sector actors to co-invest in projects that provide water and wastewater services;
- Build on the success of private sector initiatives implemented under the ongoing USAID LWP and CSP projects by expanding rebate and cost sharing programs to encourage onsite wastewater treatment or industrial reuse for other industrial sectors;
- Establish and utilize a grant mechanism that provides rebates for wastewater treatment equipment to be funded or cost shared under the investment incentives fund for industrial partners;
- Assist in formulating assessment and selection criteria to identify and select water and wastewater interventions and alternatives for private sector participation;
- Promote private sector alliances that would seek and enable leveraging of resources, funding, and networks of relevant companies for sustainability of WSC water and wastewater interventions;
- Establish relationships with target government agencies, municipalities, RWEs, heavy and light industries, agricultural associations, commercial and financial entities, donor organizations, and other entities relevant to the successful implementation of the water and wastewater activities;
- Work closely with the WSC communications team to develop communication and outreach products regarding private sector engagement and investment interventions;
- Coordinate with WSC members to ensure results are accomplished according to the project’s PMEL plan and lessons learned are incorporated into the implementation of future activities;
Qualifications
- Minimum of seven (7) years’ experience in the water and or wastewater sector preferred;
- Minimum of 5 years of experience designing incentive and/or rebate structures for the private sector or programs funded by international donors such as USAID preferred;
- Experience assessing water and or wastewater facilities and implementing innovative solutions to fill gaps in their operations and maintenance including PPP;
- Demonstrated knowledge of key Lebanese private sector actors and business practices;
- Proven ability to build partnerships with public and private organizations and stakeholders;
- Experience working with the Regional Water Establishments;
