Public Administration Advisor (Iraq)

Principal Duties and Responsibilities:  Complete background reading and interviews related to understanding the work and its context. Review Law 21 (The Iraqi Provincial Power Law) and its amendments to understand the provincial power law. Review the project’s technical approach to organizational development in the selected provinces. Review the project’s Intergovernmental Cooperation Improvement (ICI) plan and work plans. Partner with provincial government staff and twelve project Organizational Development specialists to conduct trainings on how to select important functions and process map them to create guidance for decentralization functions.  Review preliminary process maps, which will be developed by the clients (in selected provinces) to make the necessary improvements to the models, forms, techniques, and approaches. Qualifications: Bachelor’s degree in international development, governance, public administration or other relevant subject area required; Master’s degree preferred Knowledge of USAID rules, regulations, and policies, and experience in a leadership position on a USAID project required Minimum 8 years of relevant and demonstrated experience in the development and implementation of administration, and organizational development strategies, structure, and systems Five years of experience working in donor-funded decentralization or local government required Ability to collaborate, oversee, and produce strategic plans with in-country government partners Must have strong managerial and administrative skills Strong interpersonal, writing, and oral presentation skills Ability to work independently and in a team Excellent communication and presentation skills in English and Arabic required
