USAID/Lebanon Community Support Program (CSP)

This Five year project aims to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence in Lebanon. We’re a regionally based program, based in Beirut with activities in Bekaa, North, and South Lebanon. Chemonics is the sole owner of the Lebanon Community Support Program IDIQ contract. We are currently implementing five Task Orders: Task Order 01 (Operations and Management), Task Order 02 (Community Support Program, Stabilization and Development), Task Order 03 (Technical Assistance and Capacity Building) Task Order 04 (Workforce Development) and Task Order 05 (Wastewater Management).

1.  Project Background and Summary of Activity:

The Lebanon Community Support Program (CSP) is a multiyear project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions.

 

2.  Summary of Position

 

The Regional Program Manager (RPM) is responsible for overseeing the design and implementation of community support projects under CSP Task Order No. 2 (TO 2) in his/her respective region of assignment. S/he will nurture and maintain relationships with local stakeholders — including governors, union heads, mayors, municipal councils, NGOs, community-based organizations, and the private sector — to advance CSP’s goals and objectives. The RPM is also responsible for supervising up to three field officers in each region.

 

3.  Specific Duties and Responsibilities

  • Conduct regular situation monitoring on the national and regional levels as it pertains to the assigned localities of intervention to stay up to date on general atmospherics and strains on the provision of essential services.
  • Provide supervision and technical oversight to CSP’s field officers in the community profiling, community engagement, and activity implementation process.
  • Apply CSP’s community selection and activity selection criteria and make recommendations for community stabilization and development interventions. 
  • Help establish an advisory group in each target community.
  • Help identify community engagement partners in each community.
  • Assist in the design, budgeting, development, and implementation of field activities.
  • Participate actively in problem solving and troubleshooting to ensure that implementation remains within the spirit of the original design.
  • Facilitate effective coordination between field officers and local partners and provide technical advice and assistance as needed in areas such as financial management, procurement requirements, and implementation planning.
  • Assist the activity fund team in tracking expenditures against activity budgets.
  • Draft content for program deliverables, reports, and other ad hoc needs.
  • Ensure compliance with USAID policies and procedures, and achievement of intended results.
  • Assist activity fund team to ensure that all activity files are complete and maintained, and that activities are closed out within required time frames.
  • Contribute to the implementation of the program’s monitoring, evaluation, and learning (MEL) plan by supporting the collection of data, measuring progress against indicators, and writing final evaluation reports.
  • Correspond and coordinate with other donors in respective area on program implementation.
  • Undertake other duties as assigned by supervisor.

 

4.  Minimum Qualifications

 

  • Bachelor’s degree required in a relevant discipline (engineering, economics, education, business administration, etc.).
  • 3 – 7 years of experience in community stabilization- and/or community development-type programming, with some demonstrated experience in improving essential services (e.g., water, electricity, solid waste management, public education) or enhancing economic opportunities (livelihoods).
  • At least 2 years of experience in a managerial position. Experience overseeing community support programs entailing engineering and heavy procurement components is highly preferred.
  • Experience working with international donors and international organizations. Familiarity with USAID programs is preferred.
  • Experience working with municipalities, unions of municipalities, regional water establishments, civil society organizations, and/or the private sector.
  • Familiarity with grants, subcontracts, and commodity procurement. Knowledge of USAID’s rules and regulations is preferred.
  • Experience working in Lebanon’s most underserved and vulnerable communities.
  • Fluency in spoken and written English is required.

 

5.  Place of Assignment

The RPM will be based in the project’s main office in Sin el Fil and will be expected to travel regularly to his/her assigned region.

 

6.  Reporting

The RPM will report directly to the Senior Program Manager.
