1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

2.  Summary of Position

The Senior Engineering Manager is directly responsible for the quality and compliance of construction and engineering activities across CSP’s diverse portfolio of interventions. The Senior Engineering Manager oversees the program’s Engineering Unit, which includes a team of direct-hire engineers with expertise in various disciplines (civil, mechanical, and solar/electrical) as well as specialized support from CSP’s construction, design, supervision, and environmental compliance subcontractors. The Senior Engineering Manager is responsible for ensuring that construction and engineering activities meet internationally recognized standards and environmental compliance regulations from the feasibility stage through the design, bidding, awarding, construction, testing, acceptance and hand-over stages throughout the implementation process. Specifically, the Senior Engineering Manager will provide technical support to the development and implementation of activities with engineering components by reviewing construction specifications and plans, writing technical scopes of work, reviewing proposals, providing input and oversight of construction subcontracts, and ensuring overall quality and adherence to the established construction Quality Control Plan. Reporting to CSP’s Deputy Chief of Party (DCOP), the Senior Engineering Manager will also nurture, manage, and maintain productive relationships with USAID, its construction quality assurance partner, and CSP’s wide array of partners for construction quality control and implementation.  

3.  Specific Duties and Responsibilities

  • Provide technical support to the design and implementation of CSP activities involving construction or engineering.
  • Manage Engineering Unit and relationships with key stakeholders in the construction process, including USAID, its construction quality assurance partner, CSP partners for design, supervision, environmental compliance, and construction contractors.
  • Draft scopes of work for CSP subcontractors for construction, design, supervision, and environmental compliance, follow-up on progress, and review/approve deliverables.
  • Initiate environmental risk assessment checklists and activity risk assessment reports for all related activities.
  • Review and assess engineering designs, cost estimates, schedules, and technical scopes of works for the proposed construction projects for quality and feasibility.
  • Lead on the verification and review of tender documents including general specifications, particular specifications, list of submittals, time schedules, general layouts, sections, and detailed drawings.
  • Establish evaluation criteria and participate in selection process of construction subcontractors.
  • Ensure construction subcontractors adhere to established work plans and submit deliverables on time and in accordance with technical requirements.
  • Ensure all necessary compliance documentation, including environmental monitoring and mitigation plans, are completed for each construction project.
  • Conduct field site visits when necessary to monitor construction projects throughout the program’s regional areas of operation and ensure adherence with the approved Quality Control Plan.
  • Review site visit reports generated by USAID’s construction quality assurance partner and make sure all relevant comments are addressed and taken into consideration for all future similar activities, with a particular emphasis on safety and environmental compliance.
  • Generate and submit all engineering related deliverables for reporting purposes, including the engineering and environmental compliance reports.
  • Research and maintain project awareness of relevant Lebanese legal codes, including environmental, labor, and zoning laws.
  • Coordinate with USAID, CSP’s senior leadership, and Chemonics’ home-office Engineering Director to ensure that construciton and rehabilitation activities conform to client and corporate engineering protocols and standards.
  • Participate in meetings with local partners and grantees, as required.
  • Other related engineering and construction management activities, as assigned by COP or DCOP.

4.  Place of Assignment

The Senior Engineering Manager will be based in the project’s main office in Beirut, Lebanon, and will be required to travel throughout the country as needed.

5.  Reporting

The Senior Engineering Manager will report directly to the DCOP, or equivalent.

6.  Minimum Qualifications

  • Bachelor’s degree in civil engineering or related field from an accredited university required; master’s degree is a plus.
  • Minimum 10 years of experience in managing design and construction of medium to large scale infrastructure projects, preferably in the water/wastewater and energy sectors.
  • A minimum of 5 years of successfully supervising and managing a multi-disciplined team of engineers
  • Experience in the process of construction quality control is required.
  • Previous experience with USAID funded projects is strongly preferred.
  • Experience in environmental compliance is strongly preferred.
