Wastewater Engineer

I. Summary of Position 

The Wastewater Engineer is responsible for ensuring that wastewater infrastructure construction and/or rehabilitation activities meet internationally recognized engineering standards and environmental compliance regulations from the selection and design stage through the implementation phase. The Wastewater Engineer will operate with the CSP construction protocol developed in collaboration with USAID, and work directly with subcontractors, stakeholders, and community partners to certify the soundness of the design and monitor construction progress. Specifically, the Wastewater Engineer will support activity development and implementation by reviewing construction specifications and plans, writing technical scopes of work, reviewing proposals, liaising with stakeholders and subcontractors, providing input and oversight of construction subcontracts, and ensuring overall quality and adherence to the established construction protocol.

II. Specific Duties and Responsibilities  

• Assess wastewater needs and implement innovative solutions to fill gaps in wastewater infrastructure throughout Lebanon.
• Provide direct oversight of construction and engineering components of CSP’s wastewater management activities.
• Draft technical scopes of work and specifications for wastewater infrastructure and related activities. 
• Review and assess engineering designs, cost estimates, schedules, and technical scopes of work for proposed construction projects for quality and feasibility.
• Establish evaluation criteria and participate in the annual pre-selection process of construction subcontractors, and make technical recommendations for award.
• Verify that construction subcontractors obtain and maintain all required permits.
• Ensure construction subcontractors adhere to established work plans and submit deliverables on time and in accordance with technical requirements.
• Ensure all necessary compliance documentation, including environmental monitoring and mitigation plans, are completed for each construction project.
• Research and maintain project awareness of relevant Lebanese legal codes, including environmental, labor, and zoning laws.
• Maintain relationships with target municipalities, utilities, NGOs, and other entities relevant to the successful implementation of the wastewater activities.
• Coordinate with CSP’s senior field leadership and Chemonics’ home-office needed to ensure that infrastructure and rehabilitation activities conform to both local and corporate engineering protocols and standards.
• Participate in meetings with grantees and partners, as required.
• Other related engineering and construction management activities, as assigned.

4. Qualifications

Required:

• Degree in engineering (wastewater treatment or other as relevant - Master’s preferred)
• Demonstrated knowledge of Lebanese construction laws and business practices, environmental regulations, and knowledge of management of local construction contracts
• Demonstrated project management experience
• Ability to build and maintain partnerships with public and private organizations and stakeholders
• Minimum of 7-10 years of experience in the wastewater sector
• Familiarity with various engineering processes for treating wastewater, such as: constructed wetlands, trickling filters, aerated lagoons, conventional aerated systems, etc.
• Fluent Arabic and oral and written English language proficiency required

Preferred:

• Experience working on USAID or donor-funded programming
• Experience assessing wastewater facilities and implementing innovative solutions to fill gaps in wastewater infrastructure
• Previous experience working in the Litani River Basin
