1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Task Order 5 – Wastewater Management –  will support CSP IDIQ Components 2 and 3 (Community Development Support and Technical Assistance for Key Essential Services) by partnering with public water and wastewater utilities known as regional water establishments (RWEs), communities, and other key stakeholders to implement interventions that sustainably improve wastewater management.

 

2.  Summary of Position

Reporting to the Task Order 5 Director, the Wastewater Management Program Coordinator will manage logistics and provide overall administrative support for all procurement and financial related tasks under Task Order 5. The coordinator will liaise with  CSP’s Task Order 1 operations/finance, MEL, grants, subcontracts, and procurement teams to facilitate the delivery of Task Order 5 technical activities in a way that is consistent and compliant with established operational best practices. In addition, the coordinator will work closely with the Task Order 5 Director to support identified capacity building interventions within the Wastewater Management sector.

 

          3.  Specific Duties and Responsibilities

  • Ensure that all proper documentation for procurement and financial payments are obtained and provided to the Task Order 1 Finance and Operations team for their review and action and then filed according to Chemonics’ best practices and filing systems;
  • Assist with maintenance, organization, and distribution of project records, documents, and deliverables (such as design drawings, specifications, requests for information, change orders, and payment requests) between operations, finance, procurement, engineering, construction, and other team members, including subcontractor staff;
  • In coordination with the Task Order 5 Director, review operations and maintenance (O&M) manuals for wastewater systems to ensure they are accurate, user-friendly, and complete;
  • Support the Task Order 5 Director, in capacity building initiatives and coordinate with subject matter experts to design and deliver training courses on technical topics, such as O&M, equipment and infrastructure, legal and regulatory frameworks, procurement, public-private partnerships (PPPs), and on-the-job training for regional water establishments (RWE) counterparts;
  • Undertake other duties as assigned by the Task Order 5 Director, or equivalent.

4.  Qualifications

  • Bachelor’s degree required, with a focus on engineering preferred;
  • At least two years of work experience in the relief and development sector in Lebanon on projects funded by international donors, with USAID-experience preferred;
  • Must have knowledge and experience with Microsoft Word and Excel and have a proven record of quickly grasping new technology, with AutoCAD experience preferred;
  • Must have demonstrated the ability to work independently with a strong attention to detail while following established priorities and processes;
  • Preferred professional experience in project administration or program management, with familiarity and experience working on engineering design and construction activities, with water and wastewater sector experience preferred;
  • Knowledge of USAID’s rules, regulation, and procurement practices preferred; 
  • Familiarity and experience working on projects with a capacity building component;
  • Ability to work in a professional and cordial manner with fellow project staff members, visitors, and the general public;
  • Proven ability to work collaboratively across diverse sets of stakeholders;
  • Strong verbal and written communication skills are required;
  • Experience working across Lebanon, specifically in the North, South, and Bekaa regions preferred.
  • Fluency in spoken and written Arabic and English required.

           5.   Location of the Assignment

The Program Coordinator will be based in CSP’s main office space in Beirut and will be expected to travel to CSP’s areas of operation throughout the country as needed.

 

          6.  Reporting

The Wastewater Management Program Coordinator will report to the Task Order 5 Director or equivalent.
