Community Mobilizer - Tyre

The Community Mobilizer has the responsibility to provide continuous guidance to identified communities in the selection and implementation of priority interventions. Acts under the supervision of the Project Coordinator and the Area Manager. The main responsibilities of the Community Mobilizer include the following: Work to identify, register and analyze beneficiaries’ specifics needs taking record of the vulnerabilities (i.e. community mobilization, field assessments, data analysis, report writing, etc.); Develop a community approach to ensure a confidence in CISP process and project; Ensure a global vision of the individual and household needs in the identification; Actively seek opportunities to build personal capacity to fulfill professional requirements. The duties of the Environment Community Mobilizer are below detailed:   ORGANIZATION AND CONDUCTION OF HYGIENE PROMOTION CAMPAIGNS: Develop contents and strategy for HP campaigns according to the assessed needs of the target communities (based on recognized approaches, i.e. PHAST) and in the various environments where CISP is developing the projects (Collective sites etc.); Participate in the development of IEC materials to spread Hygiene related messages; Organize (logistics and human resources) and conduct Hygiene Promotion campaigns; Draw up reports on the conducted HP campaigns; Conduct monitoring survey and follow up visits after the completion of the HP campaigns. ANSWER TO THE IDENTIFIED NEEDS BY PROVIDING DIRECT SUPPORT (DISTRIBUTION):   Identify basic and specific needs and deliver appropriate items according to the CISP and WASH Sector strategies; Conduct Post-Distribution Monitoring (PDM) survey; Refer all cases identified internally to the working team; Refer all cases identified externally in case no appropriate and immediate response to needs could be given by CISP. DEVELOP AND REINFORCE THE RELATIONSHIPS WITH INGO, LNGO, AUTHORITIES, COMMUNITY FOCAL POINTS AND ANY OTHER STAKEHOLDERS ON THE FIELD: Develop and follow up the network of CISP focal points within the area of intervention; Regularly contact the focal points to get information about the general situation of most vulnerable population affected by the Syrian crisis, and especially within the refugee’s communities; Maintain a flexible system of referrals from focal points to CISP team, according to focal points constraints; Share with the other team members the cases located outside of the area of intervention. REPORT DATA, FOLLOW-UP CASES AND ORGANIZE THE DAILY AND WEEKLY ACTIVITIES: Close follow-up of individual and familial cases to ensure a qualitative follow-up of all the beneficiaries; Ensure a daily quantitative and qualitative reporting through the tools (weekly report, monthly reports, assessment form, follow up form, post-distribution and rehabilitation forms) and system in place; Organization of the weekly plan within the multidisciplinary team, with the support of Project Coordinator; Any other reports to be made upon request of the Project Coordinator or Are Manager. PARTICIPATE IN THE ANALYSIS AND REPORTING OF GLOBAL ISSUES IN THE REFUGEE POPULATION: During meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level; Share in formal and informal meetings with the team the information you collect on the field regarding humanitarian actors activities and constraints; Participate to report with the tools and the internal system all issues identified; Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons.  TO DEMONSTRATE AN ETHIC AND PROFESSIONAL PRACTICE: Respect beneficiary confidentiality; Respect and promote CISP’s Policies and report to your line manager any non-respect of CISP’s policies amongst the teams or partner; Report any incident or act that causes any harm to beneficiary or to others; Always interact with children with the presence of their parents or caregivers; Always respect a refusal of treatment. DEMONSTRATE WILLINGNESS TO IMPROVE PROFESSIONAL COMPETENCES AND ABILITIES TO INCREASE CARE QUALITY: Demonstrate strong motivation at work; Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities; Participate in the different activities that are common to all team members; Respect each team member’s positions, work, and specialty; Adapt to special situations or demands from supervisor (reporting, etc). KNOWLEDGE Community mobilization; Participatory approaches (in the WASH sector is a plus); Project management; Protection; Vulnerability and Disability field. EXPERIENCE REQUIRED: At least 1 year in similar works, preferably with INGOs Clean driving license CONTRACT CONDITIONS The salary will be proposed on the base of the effective capacity and experience of the selected candidate, considering the salary scale of the Organization and the one set by the Donor (UNICEF) for Implementing Partners. This fixed contract is for a period of, at least, with one month trial period and possibility of extension to end of November 2016, starting date as soon as possible.
