Field Officer - South Lebanon

CISP is active in South Lebanon implementing a project funded different Donors and targeting Syrian Refugees in the Governorates of South Lebanon and Nabatiyeh. Sectors of activity are: Shelter (distribution of Shelter kits, Urgent Shelter Repairs, Rehabilitation), WASH (Urgent WASH repairs in substandard buildings, WASH improvement in Informal Settlements, etc.) and Basic Assistance (limited to distribution of Core relief items). One of the main activities is the rehabilitation of empty buildings to create Small Shelter Units (SSU) and Collective Shelters (CS) to be put at disposal of vulnerable Syrian refugees. CISP intends to recruit a Field Officer with experience in WASH, Shelter and Basic Assistance programs to be in charge of the successful implementation of CISP projects in the area of assignment. Under the coordination and monitoring of the Project Coordinator, he/she will be responsible to: • Liaison with local authorities including those competent for security in the district of Nabatiye and wherever requested; • Identify of shelters to be inserted in the programs of rehabilitation; • Monitor Protection related to shelter; • Report to the Project Coordinator and to the Area Manager. Main tasks: 1. The Field Officer will assist the CISP Project Coordinator in the implementation, management and co-ordination of the Project in terms of: • Identification and evaluation of shelters to be targeted with rehabilitation, including coordination and monitoring of assessments and analysis of data;• Liaison with owners of potential housing units and with competent municipalities to discuss conditions to be inserted in MOU’s;• Monitoring implementation of works and taking care handing over to Donor once works have been completed;• In coordination with the Project Coordinator and Administrative Assistant: delivering payments in the area of competence;• Management and supervision of the process of selection of beneficiaries to be referred for the use of housing units rehabilitated by the project;• In close coordination with the Project Coordinator: liaison with corresponding Officers of the Donors in charge for Core Relief Items, including participation to coordination meetings set by the Donors representing the Project Director in case of his/her absence;• In close coordination with the Country Representative and the Project Coordinator; liaison with authorities competent for security communicating plans of activities for the necessary clearances. 2. The Field Officer is responsible for preparing and submitting weekly progress reports to the Project Coordinator, or when requested. 3. Organization of information and documents into files to be updated regularly and to be shared with the Project Coordinator for correct archiving; 4. Any other duties assigned by the CISP Project Coordinator.   Other requirements: University degree or at least 3 years of relevant field experience in similar position; Proficiency in English and Arabic both oral and written; Good Computer skills including good knowledge of Office Package, Email packages, etc.; Very good capacity in problem solving; Very good communication skills; Good knowledge of geographically assigned environment Good analytical skills Willingness and ability to be flexible; Be rigorous, precise, calm and polite; Excellent inter personnel skills and team spirit; Valid driving license; Desirable: Residence in South Lebanon will be considered an asset. University degree in Social or Human Sciences will be considered a plus.
