Gis Expert/ Field Officer (National Only)

   CISP LEBANON   CISP has been active in the Leanese humanitarian sector since1996 and has a particularly strong track record in supporting local communities including Lebanese population as well as Palestinian and Syrian refugees. Since then more than 50 projects have been implemented with funding of the European Commission (ECHO, EC), UN agencies (UNRWA, UNICEF, OCHA), Italian Ministry of Foreign Affairs and Italian Cooperation. CISP  activities aim to support the most needed Lebanese in areas lacking of basic services and without access to economic opportunities (Mainly in the North and in the South). Moreover, the humanitarian assistance support Syrian and Palestinian  Refugees through WASH, shelter, NFIs infrastructures rehabilitation & civil works, supply of equipment and materials, human resources training, social and educational activities, etc. Lately, in line with Regional and National policies on country recovery and resilience, the NGO has placed an increased emphasis on the long term sustainability of basic services especially in the water sector. Nowadays, in consortium with other international partners (GVC, CONCERN, ACWUA), the NGO is pioneering a new water demand management approach for promoting Sustainable Management of Water Services by fostering the capacity of the local institutions, ensuring improved access to potable water supply and by supporting and raising awareness of the final users.   PROJECT DESCRIPTION   The MADAD project aims to ensure the provision of reliable and sustainable water services to Syrian refugees and host communities by strengthening infrastructural and managerial capacities of local Water Establishments. By targeting 5 different pilot areas respectively in the Zgharta, Akkar, North Bekaa and Bent Jbeil districts, the project will - Construct new or rehabilitate and upgrade existing infrastructure to supply 24-hour water within international quality standards; - Install flow meters along the trunk line to promote water resource management - Install water meters on household connections in order to reduce NRW; - Ensure the application of volumetric tariff in collaboration with WEs in all the project areas as pilot experience for the whole country; - Build capacity of WEs to manage water resources by partnering with ACWUA to train them on water meter reading, invoicing by volumetric tariff, and creating a more active customer relation services; - Host sensitization sessions for target population, including municipalities, to promote payment of fees and subscription to WEs; - Link Lebanese Water Establishments in the North, South, and Bekaa with the MENA region through ACWUA for capacity building, sharing of knowledge in the region with public and private sector, and scaling up of activities.   Position: GIS Expert / Field Officer Line Manager: Project Manager, Duration: from August till December 2017 with 2 months’ probation and possible renewal upon available funds. Location: Beirut with travel to the project’ sites: Tripoli, El Fouar, Majdlaya (North Lebanon), Tyre and  Bent Jbeyl (South Lebanon).     KEY WORKING RELATIONSHIPS: Internal: Working relationship with MADAD Project Managers, WASH Expert, WASH Social Activities Coordinator, Field Officer and Engineers should be maintained while working in the office. The position might imply as well the collaboration with outreach staff. External: The relationship with local institutions (Water Establishment, Municipalities and other local governametal bodies), development partners, civil society organisations, media and community members should be maintained effectively.   DETAILED JOB DESCRIPTION AND RESPONSIBILITIES:     Planning and Implementation:   Ensure the technical support in developing inventories of the components of the water supply systems of the target areas. Collect and compile all available data/information relevant for the development of updated maps of the targeted water supply systems. Develop and update maps of the water supply systems in the target areas in accordance with the WEs’ needs and the project’ requirements. Develop maps and georeferenced database of the Water Establishments’ existing and potential Subscribers in the pilot areas. Develop a GIS system based on the cadastral map available. This will be done in close collaboration of the Water Establishments, Municipality and other relevant stakeholders. Ensure the technical support of the implementation of surveys and development of database in the target communities. Support the local field officers and engineers in data collection in the field. Support the project staff in data handling and data entry. Training of in-house CISP staff (both on the job and classroom) about ARC-GIS and QGIS. Support the CISP staff in developing any other maps and georeferenced database. Collaborate with other CISP staff and MADAD consortium counterparts in implementing the project activities according to the established plan and schedule while ensuring a smooth and coherent achievent of the project outcomes. Establish and maintain if needed a close working relationship with the local institutions and target communities. Reporting: Ensure the realization of reports for the project activities within agreed deadline. To collect reliable, complete and accurate data. To enter data in relative software. To ensure the finalization of maps and database requested.   Others: Work with the best interest of CISP and it’s beneficiaries in mind. Participat at meetings/forums/workshops whenever deemed necessary. Any reasonable official duties as requested by the Line Manager.    Job requirement A recognized degree or higher (Master's degree) in GIS or a similar related field from a tertiary institution. A bachelor's degree with additional years experience can be accepted as the equivalent as a master's degree Demonstrated high level knowledge of ESRI ArcGIS, QGIS and other software (CAD, etc.) The GIS Expert should have undertaken at least two assignment of similar nature and should possess at least 3 years of experience in GIS field. Previous experience in teaching or providing training in  GIS. Experience in the Water and Sanitation sector. Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries . Highly organized, able to work by respecting deadline and with high sense of responsibility. Excellent interpersonal skills and demonstrated ability to communicate with project stakeholders.
