Technical Officer

ROLE PURPOSE: The role of the technical officer is to ensure; at field level, the technical quality of the Shelter and NFI programming. In addition to conducting technical engineering assessments, the technical officer will be responsible for technical supervision and monitoring and they will provide technical advice for different beneficiaries and communities. The Technical Officer will work in parallel with a Community Mobilizer and will spend most of their working time in the field.   KEY AREAS OF ACCOUNTABILITY: The Technical Officer will: Conduct technical assessments of the existing shelters and buildings. Develop complete technical proposals, Bills of Quantities (BOQs) and cost estimates including material, labor and transportation requirements for the completion of units technically evaluated. Conduct regular site visits to supervise, monitor and/or assess the progress and quality of the work done by contractors. Support all quality control technical aspects. Support in the identification of the most vulnerable families for shelter support. Attend and support distributions of goods and relief items. Ongoing monitoring of the delivery, handling and appropriate utilization of all shelter materials in the field. Conduct post distribution and post support Monitoring & Reporting. Provide daily/weekly reports on construction progress, contract status and beneficiary participation levels; as requested. Comply with standard practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE Experience Minimum 1 year of work experience in a closely-related field. Experience and previous knowledge of basic construction & distributions. Skills Familiar with the technical aspects of Humanitarian principles and shelter. Familiar with construction; including concrete and block works, plumbing and contracting. Proficiency in Microsoft Office (Word, Outlook and Excel), including management of Excel databases. Excellent oral and written command of Arabic. English is an asset. Strength in interpersonal communication and presentation skills and teamwork. Strong organizational skills and able to coordinate and manage workload. Strong negotiation and mediation skills and ability to work independently. Flexibility and willingness to change work practices and hours, and capability to work all over the requested area. Valid Lebanese driving license and owns a car. Familiarity with the relevant geographic areas.
