Child Protection Case Worker

Job Summary

The main purpose of the position is, under the guidance of the Case Management supervisor, to implement Concern’s emergency response in Beirut and Mount Lebanon. ). S/he is responsible to ensure quality case management service provision in line with international standards of case management for children in line with key child protection principles including best interests of the child, confidentiality, do no harm and child participation. The caseworker will conduct all steps of the case management process (identification, assessment, documentation and referral (to relevant services) and follow-up) for an assigned number of vulnerable children exposed or at risk of abuse, exploitation, neglect and violence.

S/he will organize and carry out work to address an individual (and their family’s) needs in an appropriate, systematic and timely matter through direct support and / or referrals.

Duties and Responsibilities

  1. Identification
  1. Work across different contexts, including local communities, safe spaces, to ensure CP cases are identified and receive case management support, through regular presence in the community
  2. Conducts initial assessments for CP cases; conduct regular community visits to work with PSS Officers and community leaders on identification and referral
  3. Accept CP cases referred to Concern by other agencies and community partners
  4. Capacity building of Health practitioners on safe identification and referrals
  5. Adapt/develop vulnerability criteria fitting the local context
  6. Assesses and prioritizes cases according to risk level

  1. Case Planning and Implementation
  1. Based on the needs identified through the assessment, develop a case management plan, in collaboration with the beneficiary, and with supervision of the supervisor
  2. Manage cases in line with Standard Operational Procedures (SOPs) and guidelines
  3. Identify, refer and follow up on all services and ensure action points are carried out within the agreed timeframe;
  4. Maintain regular communication with external referral agencies for service provisions
  5. Regularly review, and when needed adjust, case plan to ensure progress;
  6. Monitor, guide, advise and support beneficiary and their family throughout the process; Provide information and advise the beneficiaries on existing social services and social counselling and how to access them.
  7. Documents cases using case notes and regularly update the database to ensure comprehensive record of each case
  8. Maintain files, registers, computer databases and records in paper or electronic format.
  9. Ensure data collection and storage is done in a confidential manner;
  10. Support Concern’s strategy in preventing COVID-19 transmission amongst the team, partners and beneficiaries, and support a COVID-19 sensitive response in Beirut
  1. Co-ordination and Reporting
  1. To directly work with other caseworkers and service providers on management of caseload and referrals
  2. Provides weekly updates/reports on cases and outreach activities to the Supervisor;
  3. Support the mapping of the available services and organizations operating in the area;
  4. Ensures coordination and synergy with the main service providers in the area of intervention for prompt referral, follow up and information sharing;

Skills, Qualifications, Experience and Attitude Required

  • Degree in the social sciences, Social Work or Psychology or any related major
  • Minimum of two year’s experience of implementing CP,  social work or case management, in humanitarian or development settings;
  • Experience with NGO/INGO organization for at least a year;
  • Experience in working with different nationalities, particularly with minorities
  • Knowledge of protection principles in humanitarian aid;
  • Knowledge of concepts of GBV and child-centred approach;
  • Demonstrated understanding of working with children and particularly vulnerable children
  • Ability to prioritize, be able to coordinate multiple tasks and maintain attention to detail
  • Ability to work as a member of a team essential.
  • Fluency in Arabic written and oral. Good in English in written and oral.
