Job Summary:
The main purpose of the position is to build the capacity of municipalities, host communities and refugees on the proper maintenance and operation of water and sewage systems (including storm water channels), to ensure water quality testing for all the SSUs rehabilitated under the present intervention and to promote solid waste management. The WASH Community Based Worker will be responsible for helping the entire community to become more self-reliant in regards to waste management. Municipality and community mobilization will be done by training Community Project Committees composed of municipality staff, host and refugee communities. The WASH Community Based Worker will also ensure that there is a better understanding towards GBV, early marriage and child labour among the target groups and will actively participate in the referral of cases identified on site. The position will require a split of 70% of field visits and 30% in the office.
Duties, responsibilities, and objectives include but may not be limited to:
Community sensitization and mobilization
a) Sensitize the target communities and generate public awareness about the maintenance responsibilities and costs associated with water/sewage/solid waste systems. Generate a sense of ownership from the community.
b) Mobilize and organize the communities to form or reactivate a representative body – Community Project Committee.
c) Facilitate the Committee to draft a constitution and obtain formal registration as an entity by the relevant Government department (Municipality, NLWE, MoEW).
d) Prepare an MOU/Memorandum of Understanding between the Community (represented by the committee) and Concern, setting out the roles of either party and should this not be the case, facilitate the signing.
e) Assist the Committee with the management and book keeping of their budget, financial plan.
f) Verify the existence, veracity and validity of the land easement for the siting of and access to the water, sewage and solid waste system facilities.
g) Assist and guide the committee in enrolling all potential water/sewer users in a common roll/register and encourage them to pay a monthly subscription.
Training
a) Organize and conduct training of the committee in the key areas identified from the assessment, possibly: budget management and record keeping, business plan development and implementation, water treatment and hygiene promotion, work planning, organization and monitoring, etc…
b) Draft or review the training manual to suit the particular context.
Institutional capacity building
a) Maintain regular contact with Community Project Committees (at least monthly) in order to track progress and enable early identification of potential issues.
b) Facilitate the committee to conduct public meetings and revise the water/sewer/solid waste tariffs.
c) Assist in the establishment of a spare parts list by identifying and contacting potential retail stores.
d) Link the Community Project Committees to one another on one hand and back up service outlets on the other hand.
e) Assist the committee to resolve potential or existing disputes relating to the project.
Planning, Monitoring and Reporting
a) Prepare detailed annual work plan and monthly works plans for Community Water Management activities in consultation with the Programme Manager, and ensure timely implementation and regular participatory review.
b) Monitor progress and prepare weekly updates and monthly progress reports of WASH Management activities to the Programme Manager in the prescribed format (Activity Info, RAIS).
c) Update computer database for all WASH committees’ evaluation and all WASH Management activities and operations in the area.
d) Attend and represent the sector at relevant coordination meetings at area level and provide feedback to the WASH Programme Manager.
Administrative functions
a) On the basis of the annual and monthly work plans develop procurement plans, initiate requisitions for procurement community WASH management materials.
6. Work ethic
a) Adhere to Concern’s Program Participant Protection Policy (P4) and Concern’s Code of Conduct.
b) Support and promote Concern’s Program Participant Protection Policy (P4) and Concern Code of Conduct to beneficiaries.
c) Support the implementation of the Complaints Response Mechanism (CRM).
Skills, Qualifications, Experience, and Attitude Required:
Degree in Social science, Political Science, Psychology, Human Sciences, Community Development, Public Health or any related technical qualification;
Knowledge and experience of working on WASH and protection community-based projects;
Knowledge and experience in participatory methods for community development and mobilization;
Excellent information technology and communication skills, including training and facilitation;
Experience in conducting surveys, managing data and statistics.
Excellent communication skills in Arabic and English;
Strong negotiation and mediation skills and ability to work independently;
Diplomacy, assertiveness and cultural sensitiveness;
Computer skills – MS Word and MS Excel;
Initiative and self-drive.
