Job Summary
The main purpose of the position is to support the implementation of a non-formal education programme in Akkar, Tripoli/T5 district, for Syrian refugee and vulnerable Lebanese children. The Education Field Officer will be responsible to carry out field assessments, monitoring the progress of the projects activities and be the key focal point for the teachers/facilitators, students, caregiver and community groups. Ensuring full inclusion of the most vulnerable children and families is a key responsibility of this role. The role will be based within the Concern Halba office, but will travel frequently to the project sites to meet with the projects teachers, caregiver and community groups, and other stakeholders.
Duties and Responsibilities
Participate in information gathering and assessments.
a) Carry out site mapping exercises to determine the class locations based on population size, education needs, access to formal education and land availability.
b) Carry out education service mapping of both formal and non-formal services for information sharing and referrals with the projects beneficiaries.
c) Participate in additional information gathering and assessments as required.
Monitor field level implementation of non-formal education (NFE).
a) Monitor the qualitative and quantitative delivery of NFE classes, such as student progress appraisals, teaching methods, attendance rates, assets management, etc.
b) Ensure adherence by NFE teachers to the standard operating procedures and codes of conduct.
c) Conduct regular coordination meetings with NFE teachers, Syrian refugee caregivers and community representative groups to identify activity progress, successes and areas for improvement.
d) Train teachers/facilitators and supervise their development
Reporting and information management
a) Prepare weekly reports on qualitative and quantitative data against project indicators.
b) Responsible for field level documentation, such as attendance sheets, teacher feedback forms and community meeting minutes. Monitor the correct usage of documentation, and support to fill gaps as needed.
c) Data entry into project database
Quality and accountability
a) Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
b) Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
c) To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 4.a)
d) Work with the Education Project Manager and Programme Manager, NFE facilitators/teachers and stakeholders to ensure quality delivery of NFE, in a protective environment.
e) Collect feedback from beneficiaries to adjust programming to meet the needs of the community using Concern’s Complaint Response Mechanism.
f) Report any case of child labour observed on site to the Protection team using Concern’s referral form.
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Bachelor’s Degree in Education or social sciences or psychology from a reputable university
3-5 years working experience in education, in administration and/or teaching
Working and/or academic experience in Early Childhood Development
Strong written and spoken English, fluent in Arabic, French is an asset
Microsoft word, excel skills
Honesty and trustworthiness and responsive to feedback and constructive criticism
