Job Title:                              Education Field Officer Location:                              Halba, Akkar, North, Lebanon Reporting Line:                     Education Team Leader Staff Reporting:                    None Job Status:                           Contract, Full Time Job Grade:                           Grade 6A Job Summary The main purpose of the position is to support the implementation of a non-formal education programme in Akkar district, for Syrian refugee children at field level. Being the focal point for teachers, students and caregivers the field officer will participate in the development and delivery of the non-formal education programme at field level in accordance with programme plans and objectives.   Duties and Responsibilities   Programme Development and implementation In collaboration with the education programme team, design data and information gathering tools and participate in information gathering and assessments at field level to inform programme design Contribute to the targeting and selection of programme beneficiaries and project sites through the development and application of selection criteria Effectively plan, coordinate, and manage field-level daily educational and recreational activities as per programme plans in conjunction with teachers, caregivers and students Participate in the design and development of a monitoring and evaluation system which will capture progress to date against agreed milestones, which will contribute to a system of continual leaning Participate in the development of the community based education curriculum and standard operating procedures through the identification of existing education services as well as gaps and needs Ensure  the correct and systematic usage of agreed field level programme documentation Ensure high standards of programme delivery, through the identification and provision of  appropriate training for teachers , caregiver and other stakeholders as necessary Ensure adherence by CBE teachers to the standard operating procedures through regular site visits and technical advice Conduct regular coordination and information sharing meetings with CBE teachers, caregivers and community representative groups to identify activity progress, successes and areas for improvement.   Reporting and information management Prepare weekly reports on qualitative and quantitative data against project indicators and agreed plans Contribute towards timely monthly and interim programme progress and update reports in line with Concern and donors policies and schedules. Participate in the development of a management information system which establishes how key information will be gathered, managed and used relating to attendance, community meetings and teacher training Ensure the collection and collation of field level documentation Support the integration of project beneficiaries into formal school systems, including through developing positive relationships with formal and non-formal education actors, and participate in referral processes.   Quality and accountability Ensure agreed minimum standards are implemented in relation to the sharing of information with programme participants and stakeholders. Work with programme participants to identify ways in which they can effectively participate in programme Ensure mechanisms in place for handling complaints and feedback are effective and accessible for all programme participants Participate to continuous learning through communication and documentation of ideas experiences and feedback from all programme participants. Ensure the application of relevant systems and procedures at field level relating to programme implementation and expected standards of behaviour (Code of Conduct, Programme Participant Protection Policy) Adhere to and promote the adherence to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required   Skills, Qualifications, Experience and Attitude Required Bachelor’s Degree in Education from a reputable university 3-5 years working experience in education, in administration and/or teaching Working and/or academic experience in Early Childhood Development Strong written and spoken English, fluent in Arabic High integrity and willingness to conduct her/himself transparently and open to scrutiny Strong empathy skills and genuine care and respect for needs of others especially children refugees A belief in empowering marginalized and disenfranchised people The ability to work in a systematic and organized manner Ability to respect and maintain confidentiality Strong negotiation and listening skills
