Job Summary:
The purpose of the position is to support the implementation of a non-formal education programme in Akkar and T5 districts, for Syrian refugees and vulnerable Lebanese children. Under the guidance of the Education Programme Manager, the Education Team Leader will support the field officers throughout the project’s implementation and assist in representing Concern within the Education Working Group both at national and regional levels. The position will be based in Concern’s Halba office, but will require regular site visits. The Education Team Leader will be responsible for planning, coordinating and monitoring the works of 4 education field officers and 1 child protection specialist.
Duties and Responsibilities
1. Programme Development
a) Assist in elaborating Concern education Strategy in collaboration with the Education Programme Manager and the Education Advisor
b) Design and schedule the educational activities in line with the outputs, targets and objectives of the programme in collaboration with the Education Programme Manager
c) Assist in the development of a Monitoring, Evaluation, Accountability and Learning (MEAL) system for the education activities which accurately measures outcomes and contributes to quality programme delivery
d) Participate in the development of quality and accountability initiatives [i.e. Referral management, Complaints Response Mechanism]
2. Programme Management
a) Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practices at sector level
b) Prepare weekly and monthly work plans which reflect timely implementation of activities, as requested by the Education Programme Manager.
c) Ensure that accurate programme databases are maintained
d) Assist the Education Programme Manager in budget planning revision and management in coordination with the finance team
e) Support the facilitators in preparing payments related to the Education programme.
f) Liaise as necessary with other Concern programs, systems, and logistic / procurement teams
3. Reporting and Information Management
a) In collaboration with the Education Programme Manager and the MEAL Manager, prepare monitoring and evaluation tools as well as data collection methods in line with the programmes results based framework, donor requirements and reporting needs.
b) Train the Education Team on the MEAL tools and methods and provide follow up support as required.
c) Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
d) Ensure that collected project data and documents are properly stored and analysed
4. Representation and Coordination
e) Conduct mapping exercises for education services, formal and non-formal, within Concern’s project area.
f) Liaise with the municipalities and local authorities within the project area.
g) Represent Concern in Inter Agency forums and Education Working Groups as necessary.
5. Staff Management
h) Lead and manage the Education team to successfully achieve the programme’s objectives and timeframe.
i) Supervise the Education team’s daily activities in the field and in the office.
j) Direct, coach and support the education team in fulfilling their tasks.
k) Coordinate and facilitate weekly team meetings.
l) Conduct Performance Development Reviews (PDRs) of the Education team every 6 months.
6. Implementation of educational activities
a) Ensure case identification within target populations and subsequent referral for service provision (health, education, protection, shelter, livelihoods, WASH, etc.)
b) Develop terms of references and recruitment strategies for NFE educators/facilitators, and support the Education Team to successfully carry out recruitment.
c) Actively participate in Training of Trainers (TOT) workshops for Education staff, participate and oversee the delivery of the training to NFE educators/facilitators at field level using the established modules.
d) Provide technical inputs and produce materials to enhance curriculum content as required.
e) Ensure that cross cutting approaches are incorporated into program implementation: protection, equality (with a special focus on gender equality) and risk (including HIV&AIDS and Disaster Risk Reduction) and that vulnerability criteria for selection of programme areas and project participants are applied and adhered to.
7. Work Ethic
a) Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
b) Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and be committed to provide a safe working environment.
c) Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).
d) Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required.
Skills, Qualifications, Experience and Attitude Required:
Degree in Education or any related field from a reputable university
3-5 years working experience in formal and/or non-formal education
Working and/or academic experience in Early Childhood Development
1-2 years of management experience, preferably with an NGO or UN agency
Familiar with INEE minimum education standards
Strong written and spoken English mandatory, fluent in Arabic
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
Leadership and supervisory skills and ability to foster team spirit.
Strong computer skills, specifically in Microsoft Office, Word, Power Point and Excel
Ability to be pro-active with tasks and duties, foreseeing challenges and delays
Good communication and conflict resolution skill.
Strong empathy skills and genuine care and respect for needs of others especially children refugees
