Field Officer

Job Summary The main purpose of the position is, under the management of the Civil Engineer, to implement Concern’s Water, Sanitation and Hygiene (WASH) activities in formal/informal tented settlements. This role includes preparation of data which is crucial to the design of new interventions, increasing Concern’s understanding of (and capacity to respond to) emerging issues as well as routine monitoring of Concern’s activities.    Duties and Responsibilities   Prepare BOQ, Drawings, and final measurements for works Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship Assist in the development of site layouts by assisting in site design and measurments. Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes Monitor the delivery, handling and utilisation of materials at site Ensure project documents are properly filed and kept secure Produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required   To adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Degree in (Civil) Engineering, certificate in building/construction or related technical qualification Minimum of two years’ experience. Experience in monitoring construction and managing contractors is highly desirable Experience in community based approaches to construction Experience in supervision of excavation and concrete works. Familiarity with the minimum construction standards. Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders Excellent communication skills in Arabic. Good knowledge of spoken English is essential Strong negotiation and mediation skills and ability to work independently Report writing skills and computer skills in word processing and spreadsheets Experience in conducting surveys, managing data and statistics is desirable Commitment to ensuring the protection of refugees.
