Job Title:                              Field Officer Location:                              Akkar, North, Lebanon Reporting Line:                 Team Leader Staff Reporting:                                None Job Status:                          Temporary – 6 months Job Grade:                          Grade 6 Prepared by:                      Programme Support Manager Date Prepared:                 25 August 2013 Approved by:                    Country Director   Job Summary The main purpose of the position is, under the management of the Team Leader, to implement Concern’s Shelter and Water, Sanitation and Hygiene (WASH) activities in formal/informal tented settlements and/or collective centres and/or host community projects.  There will be a number of Field Officers in the programme and they will operate at the site level.  As such, this role includes gathering information and data which is crucial to the design of new interventions, increasing Concern’s understanding of (and capacity to respond to) emerging issues as well as routine monitoring of Concern’s activities.  In order to ensure that all the skill sets are covered within the site teams, within the role of Field Officer are some generic responsibilities mostly around support to, and mobilisation of, refugee communities; oversight and monitoring of infrastructure construction; conduct assessments; and general coordination.    Duties and Responsibilities Oversee construction at site level a)      Monitor progress and quality of construction activities at site level; surfacing any issues and examples of good practice through regular reports to Team Leader and in team meetings b)      Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship c)       Assist in the development of site layouts by assisting in site design and d)      Identify the skills and promote self-help approach within the refugee populations e)      Mobilize refugees to take responsibility for construction of shelter, water, sanitation and bathing facilities in order to promote ownership f)       Identify most vulnerable families who will require support to construct/install shelter, sanitation and bathing facilities and arrange for other refugees to support them g)      Inspect on daily basis construction activities at each site to ensure adherence to agreed standards and processes h)      Monitor the delivery, handling and utilisation of materials at site i)        In coordination with the Community Relations Officer, support Concern to meet its minimum quality and accountability requirements in emergencies j)        Ensure project documents are properly filed and kept secure k)      Produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required l)        Facilitate communication flows between refugee leaders and Concern staff by providing timely information as required     Conduct assessments and gather data/information as required a)      Assist in the design and testing of survey and assessment formats to ensure that they meet the needs of Concern and can be readily applied at household level b)      Conduct assessments in different parts of Lebanon ensuring data integrity and adherence to agreed methodology and formats c)       Establish rapport with survey participants, explaining purpose, how information will be used and nature of Concern d)      Ensure that survey participants are advised about the outcomes of any assessment e)      Clean assessment data and participate in the analysis of information f)       Contribute to the preparation of reports of assessments   To adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Degree in (Civil)      Engineering, certificate in building/construction or related technical      qualification Minimum of one years      experience. Experience in      monitoring construction and managing contractors is highly desirable Experience in      community based approaches to construction Familiarity with the minimum      construction standards for camps (eg., Sphere) Leadership and      supervisory skills and ability to foster team spirit. Strong organizational      skills and able to coordinate and manage a diverse array of activities and      stakeholders Excellent communication skills in Arabic Strong negotiation and mediation skills and      ability to work independently Good knowledge of      spoken English is desirable Experience in      facilitating workshops, designing IEC tools is desirable Report writing skills and computer skills in word processing and spreadsheets      Experience in      conducting surveys, managing data and statistics is desirable Willingness to stay in      the camps and travel to construction sites all the time.
