Job Summary
The overall objective of this post is to contribute to the general public health of the target locations to which she is posted, with emphasis on health education and behaviour change at household and institutional levels.
The Hygiene Field Officer shall supervise project activities related to health education, community mobilization and skills training. She will provide technical guidance and conduct skills training to WASH Committees in the planning, assessment and implementation of the stated activities. She will coordinate closely with the WASH team in general, as well as counterparts in the relevant Donor/Government Departments (UNICEF/MoEW) and sister agencies operating in the assigned location. The post will require approximately 70%/30% split between field visits and office time respectively.
Duties and Responsibilities include but may not be limited to:
- Capacity Support for WASH Committees & Community sensitization and mobilization for hygiene promotion
- Facilitate the formation of ITS WASH Committees, with gender and disability inclusive membership, and support members on the development of TOR. and identification, distribution and oversight of WASH-related activities.
- Orient new WASH Committees in Hygiene Promotion
- Train WASH Committees in community mobilization, hygiene promotion techniques, health education, communication skills, leadership skills, KAP survey, etc
- Assess training needs of WASH Committees on regular basis and develop suitable training plan.
- Support ITS WASH Committees in the identification of sustainable revenue generation modalities to ensure the time provision of water, desludging and the procurement/maintenance/replacement of tools and cleaning equipment.
- Provide TOT to WASH Committees in assessing and addressing hygiene promotion issues and needs in the target areas through PHAST approaches, as well as community mobilization, hygiene promotion techniques, health education, communication skills, leadership skills, and KAP survey.

- Health Education and hygiene monitoring for behaviour change
- Conduct regular KAP (Knowledge, Attitude and Behaviour) surveys in the locations to establish hygiene awareness and practice levels, impact of hygiene activities, and to determine gaps and fresh course of action.
- Ensure data entry of KAP survey results, analyse data and prepare report for submission to the Team Leader and the Project Manager
- In coordination with health actors, carry out disease surveillance in the target areas– directly by gathering data on diagnosed cases at health centres and hospitals and agency reports, and indirectly through regular household visits
- Sensitize the community to the Cholera Preparedness Plan (CPP) and responding to Cholera alerts or any waterborne disease outbreaks
- Planning, Coordination and Reporting
- Prepare detailed monthly activity plans and data for hygiene promotion activities in the area in line with Sector and in consultation with the Team Leader and the Programme Manager, and ensure timely implementation and regular participatory review.
- Attend and represent the sector at Hygiene sub-sector specific coordination meetings at area level and provide feedback to the Team Leader / Programme Manager.
- Oversee the work of WASH Committees, giving them timely feedback and assisting them to develop and implement task plans.
- Prepare weekly updates and monthly progress reports of WASH Committee strengthening and hygiene promotion activities to the Team Leader in the prescribed format, bringing out essential outputs and challenges clearly.
- Perform other relevant duties assigned by the Team Leader and the Programme Manager.
- Ensure the maintenance of an up to date computer database of all hygiene activities and operations in the area.
- Provide the Team Leader with accurate monthly updates on progress against LCRP WASH activities.
- Material Procurements and Distribution
- On the basis of the activity and procurement plans, initiate requisitions for procurement of hygiene materials, tools, IEC materials and equipment in a timely manner.
- Assist the Hygiene Promotion Team Leader and the WASH Programme manager in tracking of Hygiene unit budget.
- Liaise with the store keeper to ensure that an up to date stock inventory is kept for hygiene promotion items.

Skills, Qualifications, Experience and Attitude Required.
- Degree in Public Health, Environmental Health Science, Nursing or any related technical qualification;
- Knowledge and experience of working in hygiene promotion;
- Knowledge and experience in participatory methods for community development and mobilization;
- Excellent information technology and communication skills, including training and facilitation;
- Experience in conducting surveys, managing data and statistics.
- Excellent communication skills in Arabic and English;
- Strong negotiation and mediation skills and ability to work independently;
- Diplomacy, assertiveness and cultural sensitiveness;
- Computer skills – MS Word and MS Excel;
- Initiative and self-drive.
