Logistics Manager

Job Summary                     Main purpose is to maintain strong logistics systems to support Concern projects in Lebanon, safeguarding Concern’s supplies and ensuring their effective use in adherence with Concern policy. The Logistics Manager is responsible for the overall management of Concern Lebanon’s Logistics functions, which comprise procurement, warehouse and asset management, and transport   Duties and Responsibilities   Overall responsibility for the management of the logistics functions and for establishing and maintaining appropriate controls for the Concern Lebanon operations.  Monitor all procurement activities. Manage the procurement tracking system that is user friendly for all procurement and programme staff. Ensure accurate files and records are maintained to support field management, Dublin head office and for external agencies/donors requirements. In coordination with finance, set up system for the control of supplier payments to ensure duplications are not made. Work with the relevant logistics staff to ensure a system is in place for the movement of supplies between Halba and the field sites and onward to the project sites with appropriate documentation. Carry out visits to the field sites to monitor systems and ensure that systems are standardised across Concern Lebanon. Liaise with other NGOs, UN agency, and local authorities. Direct the identification of potential vendors/service providers and the establishment of an accountable and transparent system of business dealings in accordance with Concern procurement policies. Plan and organize with program managers all material and service procurement processes by identifying priorities and setting targets and deadlines according to program needs. Supervise the warehouse staff of the Halba warehouses to ensure that efficient warehousing systems and procedures are maintained. Conduct regular spot checks and ensure that the stock reports are sent to the ACDS on a monthly basis. Liaise with the Finance department to ensure compliance with procedures. Work with the HR & Admin Manager to ensure the PDRs for all Logistics Staff are completed in a timely manner, including those who are not direct reports. In cooperation with HR & Admin Manager, ensure that personnel files are up to date (contracts – salary grids – annual leaves) Responsible for ensuring that all logistics reports are submitted to the ACDS. Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality Report to the appropriate manager all violations of the P4 or CofC Additional duties Carry out other duties as assigned by the CD or Assistant Country Director - Systems.    Skills, Qualifications, Experience and Attitude Required   PERSON SPECIFICATION   ESSENTIAL Education, Qualifications & Experience Required:  Bachelors level qualification in relevant field, or equivalent in supply chain management, or academic qualification in engineering with strong knowledge of logistics procedures At least 3 years’ relevant experience Experience in team building and supervision of staff. Experience in dealing with local authorities, national and international NGOs /UN bodies   Special Skills, Aptitude or Personality Requirements: Strong leadership skills with the ability to lead and motivate a team. Excellent interpersonal and negotiation skills. Ability to act as part of a multi-cultural and multi-disciplinary team Ability to organize and prioritize workload, using initiative when appropriate Prepared to work and live in very challenging surroundings. Ability to cope with stress, work under pressure often to strict deadlines Flexibility, adaptability, sense of humour, and patience Ability to motivate and develop skills of others Analytical and problem solving skills Ability to assess problems and recommend solutions Methodical and thorough Proficient spoken and written English and Arabic.
