The LHF funded project “Food security and nutrition for 450 migrant worker households in Beirut and Mount Lebanon” is due to launch in August 2021.
This project will target 450 vulnerable migrant households in Beirut and Mount Lebanon with balanced and nutritious food (both dry rations and fresh vegetables) for a period of 6 months. All recipients will also receive multi-sector messaging translated into languages appropriate for migrant workers in Lebanon. For households with children under 2 years old malnutrition will be prevented through IYCF awareness raising and the provision of micro-nutrient supplements to complement the food distributed. Early detection and referral for treatment of moderate or severe malnutrition for children aged 6-59 months will be improved through a family MUAC approach with strong referral pathways to referent malnutrition treatment centres in nearby PHCs.
The project will work with members of Migrant-Led Initiatives and focus on building their capacity in warehouse management, distributions, M&E, nutrition education, accountability to affected populations and referrals; ensuring benefits that last beyond the duration of the project.
This project is embedded within Concern’s strategic approach to working with migrant workers in Greater Beirut, which combines addressing immediate and basic needs with long term efforts to address the underlying and structural causes of migrant vulnerability, and works with and through migrant-led initiatives in a migrant-community based, bottom-up approach.
The project (and job role) extends over 8-months, Aug-1 2021 through Mar-31 2022.
In addition to the above project, Concern is applying for additional funding for other migrant-focused projects, as well as projects intended to support MSMEs in Beirut. At the moment the activities outside of the LHF project mainly focus on migrant protection (with Al Makan) and advocacy.
This job is based in Beirut.
This job is cost-shared 50% with LHF and 50% with other projects (or Concern’s internal funds). The post holder will be expected to devote 50% of his/her time to LHF, and 50% of his/her time to other Beirut activities.
This post is envisioned to be a multi-function post, conducting monitoring of all progress and indicators, analysing information in order to make project adjustments where necessary, and learning while doing; producing communications material which must be aligned with advocacy objectives; and managing Concern’s complaints response mechanism in Beirut.
The post holder will be expected to work on weekends, with Monday and Tuesday being rest days in lieu.
This post will be managed by, and report to, the Beirut Programme Coordinator.
Roles and responsibilities for this post:
MEAL Activities
- Development of a dashboard to visually understand activities, indicators etc.
- Ensure LHF progress, output and outcome indicators are monitored, analysed and used for progress tracking, project adjustments and learning in a timely and efficient manner
- Ensure that all activities outside of LHF (advocacy, protection and any other project that may come) have a well thought through logical framework, and that all progress, output and outcome indicators are monitored, analysed and used in a timely and efficient manner
- Ensure a complaints response mechanism is integrated into every single Concern activity without exception in Beirut, with multiple feedback channels and responses delivered in a timely fashion
- Ensure the timely updating of Concern’s referral database, analysed and reported on a monthly basis, with information integrated into the dashboard
- Oversee the quality of any research activities that may be taking place in Beirut
- Identify and train enumerators should there be a need for them in any MEAL activities
Management
- Manage the LHF MEAL team, who are all members of migrant-led initiatives, and not Concern staff – this will be done under the principles of solidarity, not top-down line management
- Oversee the involvement of the Concern Outreach Officers (50% assigned to LHF) for CRM, beneficiary verification and feedback purposes
Interaction with Concern
- Closely coordinate all activities with the LHF project manager, advocacy manager and protection & PSS officer to ensure seamless delivery
- Closely work with the MEAL manager (Tripoli) and partnership and accountability officer (Tripoli) for MEAL and CRM functions, so that appropriate guidance is provided, and to get as much assistance from the country office as necessary for the timely delivery of the project
Partnership
- Ensure respectful interaction with members of the migrant-led initiatives under the principles of solidarity, and ensuring that they are fully informed about everything in the project, participate in all decisions, and are treated as team members
- Ensure that capacity strengthening of migrant-led initiatives are being met with regards to nutrition, with the goal of ensuring that their capacity is built to the fullest extent possible, so that they are increasingly able to implement projects on their own
Reporting
- Take the lead on, and ensure all activities are reported on in the monthly situation reports, with all project progress reports being finalised in time for monthly progress meetings, Concern situation reports and other reporting deadlines
- This post reports to the Beirut Programme coordinator and is expected to be able to provide written and verbal updates on all activities
Qualifications for this post:
Necessary:
- At least 5 years’ experience in humanitarian MEAL
- Proven experience in statistics, logframes, using DDGs, dashboard development
- Proven experience in qualitative and quantitative research processes and methods
- Proven experience in the implementation and management of complaints response mechanisms
- Proven experience working in partnership with other independent CSOs or NGOs
- Fundamental agreement and ethical buy-in to the principles of solidarity, anti-racism, feminism, equality and impartiality, with an acceptance that any discriminatory behaviour of any kind based on nationality, legal status or gender is the grounds for immediate dismissal
- Fluency in Arabic and English, both written and spoken
Preferred:
- Prior experience working with migrant workers in Lebanon
- Prior experience working with INGOs
