CONCERN WORLDWIDE IN LEBANON JOB DESCRIPTION LOGISTICIAN Job Identification Job Title: Procurement Officer Location: Akkar district, North Lebanon Reporting Line: Logistics Manager Staff Reporting: Procurement Assistant Job Status: Fixed Term Job Grade: Grade 5 Prepared by: Systems Director Date Prepared: 23rd July 2015 Approved by: Country Director Job Summary Provide logistical support to the country programme Duties and Responsibilities Procurement • Process all appropriately authorised supplies requests, ensuring that goods, services and works are procured to the specifications required, within the required timescales, at a manageable price point, and in line Concern policies. • Become familiar with specifications and requirements of requested goods and services and seek confirmation from technical staff as necessary. • Coordinate with suppliers regarding delivery schedules and transportation arrangements and advise relevant staff of the same. • Develop and maintain a procurement tracking sheet, and circulate this to departmental managers on a weekly basis. • Liaise with department managers on a daily basis to keep them up to date with problematic procurements. • Develop and maintain a database of preferred suppliers. • Support departmental managers to develop procurement plans. • Liaise with other NGOs procurement staff to identify new suppliers. • Manage the procurement assistant and provide feedback on performance to them. Administration • Monitor leases on offices, apartments, warehouses and any other buildings and update senior management on a regular basis as to the status of these. • Make utility payments (electricity, generator, internet, water, etc) on a timely basis. • Monitor the stock levels of drinking water, gas and office supplies and place orders to ensure sufficient supplies are available. Other • To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. • To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment. • To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6). • Undertake other appropriate tasks that support the work of Concern in Lebanon as requested.  Concern Staff Code of Conduct and Programme Participant Protection Policy (P4) Concern has a Programme Participant Protection Policy and Concern Code of Conduct which has been developed to ensure the maximum protection of programme participants, especially beneficiaries, from abuse and exploitation, and to clarify the responsibilities of Concern staff, partner organisations, and anyone engaged by Concern or visiting our programmes, and the standards of behaviour expected of them. In this context all Concern staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct of their work in accordance with Concern’s core values and mission. Any candidate offered a job with Concern will be expected to sign the Programme Participant Protection Policy and Concern Code of Conduct as an appendix to their contract of employment.
