Job Summary
The Monitoring Officer provides a support and implementation function and to ensure Concern’s monitoring mechanisms are fulfilling Concern’s and our donors requirements. As monitoring is primarily the responsibility of project managers and staff directly engaged in the projects, this role mostly plays a support function. The post-holder will provide guidance and advice to assist project teams to design and implement monitoring systems. In addition the Monitoring Officer will help project teams to tabulate and analyse data and format it for reporting purposes. As well as support, as an agent external to the project, the post-holder will check on the effectiveness of the systems and play a key role in ensuring a level of consistency across the projects in regards to Concern’s monitoring processes. The Monitoring Officer will also be engaged in documenting and sharing learning from the projects as part of their broader function of contributing to a continual process of quality assurance and improvement.
Duties and Responsibilities
Support project staff to design and implement solid monitoring mechanisms that meet the needs of Concern and our stakeholders (including downward accountability)
a) Support project teams to develop monitoring plans for each project
b) Support teams to develop monitoring tools and formats
c) Facilitate training of staff in monitoring concepts, tools and processes as required
d) Provide back up support to project teams in data collection
e) Support teams to regularly analyse information and data and transpose this into reporting formats
f) Input data and narrative into reports as required
g) Support teams to develop and facilitate participatory monitoring mechanisms that empower refugees to become active monitoring agents and for their views and experiences to be captured. These processes should promote downward accountability and are linked to Concern’s commitments to HAP standards
2. As an officer external to the project team, ensure that monitoring systems are yielding accurate information and reaching Concern standards
a) Undertake routine verification of accuracy of monitoring data and information in field
b) Validate and triangulate data as far as possible using qualitative information and other sources
c) Provide reports of monitoring visits, outcomes and recommendations for improvement and cross-learning
d) In coordination with the Community Relations Officers and other staff, support Concern to meet its minimum quality and accountability requirements in emergencies
3. Be responsible for organisational learning and managing cycles of quality improvement
a) Collate lessons from monitoring and share these with relevant staff
b) Collect case studies to illustrate impact or nature of Concern’s work
c) Disseminate information about, and examples of, best practices across the organisation in order to promote improvement in quality
d) Represent the work of Concern in meetings with other agencies and Head Office as appropriate
4. Monitor Concern’s performance in regards to Programme Participant Protection Policy (P4) and 2010 HAP standard and provide regular reports to supervisor or Country Director
5. Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Code of Conduct
6. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Degree level qualification in relevant field
Experience in monitoring of projects, concepts and reporting
Familiarity with work of NGOs and with refugees is highly desirable
Training development and facilitation skills is desirable
Excellent verbal communication skills in Arabic and English
A belief in empowering marginalized and disenfranchised people
Strong written skills in English and Arabic
The ability to work in a systematic and organized manner
High integrity and willingness to conduct her/himself transparently and open to scrutiny
Strong negotiation skills
