Shelter Team Leader

Job Summary The purpose of the position is, under the management of the Shelter Programme Manager, to support the development, implementation and management of Shelter programme for vulnerable Syrian refugees living in Akkar, North Lebanon. The purpose of the role is to provide technical support to field officers on the shelter activities including security of tenure, rehabilitation of sub-standard buildings and further service provision to beneficiaries. The position will manage technical shelter officers and shelter co-ordination officers and lead implementation on the field. Duties and Responsibilities Planning With the support of the Shelter Programme Manager, provide planning for the programme in line with the sector strategy and guidelines, and the donor requirements. Ensure shelter best practices and standards are being carried out at field level. Prepare and update workplans, procurement plans, HR and financial tracking sheets and ensure Shelter Programme manager is up to date with all progress. Ensure work progress is in line with work plans and any variation is reported to Shelter programme manager. Co-ordinate with Shelter Programme manager and Shelter Programme Manager on the development and update of Service Mapping.   Team management Lead the Shelter Field Team to successfully achieve the programmes targets and timeframes in accordance with programme objectives, agreed contracts with donor and in line with overall programme approach. Capacity-building of team members and ensure that they are working efficiently. Undertake performance reviews of the field team in timely manner, in collaboration with the Shelter Programme Manager. Work with the Shelter Field Team to establish collaborations with key stakeholders and host community as necessary to identify shelter for rehabilitation. Ensure that criteria for selection of shelter unit is agreed and implemented by Field Team Ensure adequate assessments of sites are carried out for the implementation of Shelter and Watsan works. Ensure quality technical documents are prepared in line with Concern’s procedures such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary. Support and provide technical support to Field Team during rehabilitation supervision and monitoring visits. Assist Field Team to resolve issues in the field and identify issues to be raised with the Shelter Programme Manager. Participate in the recruitment of Shelter staff.   Reporting Provide Shelter Programme Manager with monthly reports detailing progress of activities. Manage information and data collection by team related to the shelter activities, including HH identification and assessment, shelter assessment, monitoring of tenure and service referrals. Ensure that collected project data and documents are properly stored and analysed Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors Contribute to donor and organizational reports as required.   Representation and Coordination In coordination with the Shelter Program Manager participate in Shelter sector working groups and task force on Governorate and national level; In collaboration with Shelter Program Manager coordinate Shelter project activities with different Shelter stakeholders.     Financial Management Assist Shelter Program Manager in the budget planning, revision and management on a regular basis in coordination with the Finance team to ensure that the Shelter expenditure is accurate.     Skills, Qualifications, and Experience Required Degree in Engineering, or similar construction engineering from a reputable university, or related managerial qualification or with relevant shelter experience 3+ years’ relevant experience, preferably with an NGO or UN agency 2+ years’ experience in construction particularly housing construction Strong written and spoken English, fluent in Arabic Strong computer skills, specifically in Microsoft Office, Word, Power Point and Excel High integrity and willingness to conduct her/himself transparently and open to scrutiny The ability to work in a systematic and organized manner, and the ability to prioritize competing demands Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards Ability to be pro-active with tasks and duties, foreseeing challenges and delays Strong negotiation and listening skills Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care Experience in conducting surveys, managing and analysing data and statistics Strong empathy skills and genuine care and respect for needs of others Commitment to Concern equal opportunity and gender practices, Concern’s Programme Participant Shelter Policy and Concern’s accountability commitments Participant Shelter Policy and Concern’s accountability commitments.
