Job Summary
The main objective of this position is, under the management of the WASH & Shelter Program Manager, to implement Concern’s social WASH activities. She/he will be directly managing 7 Community Mobilization Officers. This role includes oversight of the team’s activities, existing UNICEF guidelines, inclusion of gender sensitive activities in the community mobilisation approach and develop recommendations for the WASH sector including Training of Trainers of WASH agencies. He/She will participate in the development of tools to identify gaps in the WASH sector approach to community mobilization, supervise project activities related to health and hygiene education, review and evaluate the existing tools and methods of intervention, participate in the homogenization of the approach in the WASH sector, develop new topics for WASH partners through community consultation, integrate existing and new topics with protection-related messages and train existing WASH agencies on these topics. He/She will lead the Community Mobilisation Working Group at national level, and will coordinate closely with UNICEF, CWW WASH team in general, the WASH sector at governorate and national level, as well as counterparts in the relevant Donor/Government Departments (UNICEF/MoEW) and sister agencies operating in the assigned location.
Duties and Responsibilities
Personnel Management
- Plan the weekly activities of the Community Mobilization Officers, and participate to the annual implementation plan and monthly activity plan.
- Supervise the activities and performance of the WASH team.
- Ensure project implementation with gender and disability inclusive perspectives.
- Ensure attendance sheet of the trainings is properly done.
- Carry daily visits to the sites to ensure the quality of assessments and training sessions, in accordance with results from developed surveys.
- Ensure the staff know how to proceed with safe and confidential referral, especially for GBV or other protection related cases;
- Conduct Performance and Development Review on a regular basis to the staff.
- Be responsible for communication of project requirements to WASH agencies, municipalities and beneficiaries and ensure full compliance of all actors in Concern’s Code of Conduct and P4.
- Ensure all misconduct or breach of the two latter are reported to line manager or Concern’s complaint mechanism;
- Arrange ad-hoc meetings, as required, with WASH agencies or community leaders on the project site;
Promoting technically sound hygiene approach
- Lead the Community Mobilisation Working group at national level with support from the CWW WASH & Shelter Program Manager: set the strategy with the other WASH agencies, send agenda, invitations to WASH actors, lead the discussion, share progress on agreed thematic activities.
- Collect existing community mobilization methods and homogenize them by identifying key messages and successful approaches.
- Integration of existing and new topics with protection messages, such as GBV prevention, gender equality and inclusion of PwD in community consultation.
- Support the development of tools to evaluate and identify the most cost-effective and voluntary community mechanism (WASH committees, Community Mobilizers)
- Support the identification of new subjects to be addressed through community consultation especially women and girls.
- Support the assessment of training needs of the WASH actors and develop suitable training plan.
- Lead the awareness campaigns done a monthly basis and other international day (such as the World Toilet Day or Handwashing Day, etc.);
- Design the WASH Community Mobilization activities, including development of tools and approaches;
- Lead activities that address menstrual hygiene and participate to the development of MHM project;
Logistic and financial management
- Aligned with CWW logistic procedure, initiate requisitions for procurement of WASH materials, tools, IEC materials, equipment in a timely manner;
- Liaise with the store keeper to ensure that an up to date stock inventory is kept for WASH items.
- Assist the WASH & Shelter program Manager on the preparation of budget, tracking of expenditures and account review;

- Prepare the cashflow for the WASH activities.
Monitoring and Evaluation of WASH activities
- Lead surveys to evaluate current interventions and practices, monitor the impact of the intervention and improve the WASH sector’s activities; and prepare reports with support from the MEAL team;
- Ensure up-to-date database of all social activities and document all approaches;
- Report back any problems and constraints encountered during the course of the activities and suggest operational solutions;
- Ensure proper documentation of the activities with Concern and donor requirements;
- Provide the WASH & Shelter Program Manager with accurate monthly updates on progress against LCRP WASH activities
- Other duties as required by the Programme Manager.
Work Ethic

Skills, Qualifications, Experience and Attitude Required.
- Degree in Public Health, Environmental Health Science, Community Development or any related technical qualification;
- Minimum 3 years working in community mobilisation, preferably with a WASH focus.
- Knowledge and experience of working in hygiene promotion and health education;
- Familiarity with the SPHERE Project and Minimum Standards and Lebanon on provision of WASH assistance;
- Knowledge and experience in participatory methods for community development and mobilization, including leadership mentoring and training;
- Leadership and supervisory skills and ability to foster team spirit;
- Excellent information technology and communication skills, including training and facilitation;
- Excellent communication skills in Arabic and English;
- Diplomacy, assertiveness and cultural sensitiveness;
- Computer skills – MS Word and MS Excel;
- Initiative and self-drive.
