Team Leader

Job Summary   The purpose of the shelter team leader, with the guidance of the Shelter Programme Manager, is to oversee the development, implementation and management of Concern’s shelter programme in Akkar, North Lebanon. Reporting to the Shelter Programme Manager, the team leader will be the focal person for the organisation for shelter and will coordinate the team in the implementation at the field level. This role is primarily concerned with establishing and maintaining smooth functioning of the shelter team so they work effectively and efficiently. The team leader will coordinate the project activities with the refugees at the site level, promote their participation and ownership, and facilitate resolution of issues. Facilitating relations between refugees and host communities and ensuring functioning relations with local stakeholders within Lebanese communities.   Duties and Responsibilities   Manage the effective implementation of the Shelter activities: In collaboration with the Shelter Programme Manager, lead the team in developing a shelter approach, with the participation and input of the team and other relevant stakeholders Participate in planning and developing shelter activities and systems in accordance with shelter proposal and Concern’s policies Coordinate documentation of the programme activities, analyse information and produce reports as necessary on the main findings and trends In collaboration with the Shelter Programme Manager, ensure that the programme is being implemented in accordance with objectives agreed with the donor, Concerns’ policies and best practices   Coordinate the shelter programme activities: Support, coordinate and guide the shelter Field Officers in implementing Shelter programme activities Develop weekly, monthly and quarterly work plans with team members and the Shelter Programme Manager Ensure good coordination of activities within Concern and with other stakeholders to avoid duplication of work to maximize efficiency and impact   Reporting and information management In collaboration with the Shelter Programme Manager, develop and maintain record keeping systems of Concern’s Shelter Unit for reporting and coordination Produce weekly progress report on activities and contract status. In collaboration with the Shelter Programme Manager, develop a monitoring and evaluation system for the shelter programme which contributes to continual learning and programme quality Ensure that Concerns reporting commitments are met including weekly, monthly, quarterly reports as necessary (in accordance with Concern’s systems and procedures and those of donors)   Representation and coordination Represent Concern in Shelter working group as necessary, and assigned by the Shelter Programme Manager Liaise with all key stakeholders and host community as necessary in coordination with the Shelter Programme Manager   Support and manage staff reporting to this position Manage, supervise and train the teams and casuals involved in shelter activities. Provide regular support and feedback to field officer reporting to team leader Actively foster a positive sense of team amongst reporting staff, encouraging grievances and suggestions to be shared Assist team members to resolve issues and identify technical issues to be raised with the Shelter programme manager Facilitate regular team meetings through which planning and review can take place alongside learning and team building Identify individual and group training needs and lead or assist in facilitating trainings With the guidance of the Shelter Programme Manager, manage, supervise and train the Shelter team involved in Shelter activities Facilitate communication flows between field officers and programme managers   Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.   Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)   Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.   Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Degree in Civil Engineering or construction engineering or Social Work/Social Sciences or related managerial qualification or with relevant shelter experience Fluency in English and Arabic both written and oral Report writing skills and computer skills in word processing and spreadsheets One or more years of management experience in Humanitarian organisation preferably WASH or shelter related projects Leadership and supervisory skills and ability to foster team spirit Ability to prioritise competing demands Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders Excellent communication skills, including training and facilitation skills Strong negotiation and listening skills Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care Strong knowledge and experience in community based approaches   Willingness to have long working hours, stay and travel to work sites when required Experience in conducting surveys, managing and analysing data and statistics Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards Strong commitment to ensuring the protection of refugees High integrity and willingness to conduct her/himself transparently and open to scrutiny Strong sense of security management and willingness to follow security guidelines and regulations Commitment to humanitarian principles and values Commitment to Concern equal opportunity and gender practices
