Job Summary
Main purpose of the position is, under the guidance of the WASH Engineer, to coordinate and manage the implementation of Concern’s WASH activities in formal/informal tented settlements and/or collective centres and/or host community projects. This role is concerned with establishing and maintaining smooth functioning teams so they work effectively and efficiently. Within the cadre of Team Leaders, Concern anticipates having a range of skill sets to cover the physical inputs as well as the community mobilisation and education to reduce underlying causes of disease.
Duties and Responsibilities
Manage the effective implementation of the WASH activities at site level
a) Supervise, coordinate and report the progress of the construction activities to the WASH Engineer
b) Recognising the skills and enthusiasm available amongst the refugee population and in line with a self-help approach, assist in mobilization of refugees labour
c) Ensure the proper handling and use of construction materials on site
d) Assist in the preparation and review of bid documents including construction drawings, bills of quantities and conditions of contracts
e) Monitor the use of materials at site level in connection with wash activities
f) Ensure a monitoring and inspection schedule is in place so that the performance of contractors can be scrutinised and problems surfaced and dealt with expediently. Report progress, issues etc to WASH Engineer as per reporting guidelines and formats
g) Set-up and run a water quality testing laboratory
h) Identification of wash health related issues.
i) Development of hygiene promotion tools and training for refugees
j) Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship
k) Organize and participate in contractor site meetings
l) Carry out data collection for selection of camps/ beneficiaries
m) Initiate and participate in regular meetings with other agencies including local authorities in order to ensure effective coordination and efficient use of resources for maximum coverage
n) Participate in the project planning , implementation plan and reviews
o) In consultation with the WASH Engineer, assist in the preparation of documents for final handover and closure of project.
p) Produce weekly/daily progress report on the construction activities and contract status
q) In coordination with the Accountability Officer, support Concern to meet its minimum quality and accountability requirements in emergencies
Lead assessments and analyse data as required
a) Lead on the design and testing of survey and assessment formats to ensure that they meet needs of Concern and be readily applied at household level
b) Manage teams to conduct assessments in different parts of Lebanon monitoring data integrity and adherence to agreed methodology and formats
c) Train assessment team members ensuring they have the skills to meet Concern and HAP standards in relation to data integrity and commitments to assessment participants

e) Lead of the analysis of data and information gathered from surveys assessment data
f) Take responsibility for the preparation of reports of assessments
Support and manage staff reporting to this position
a) Manage, supervise and train the teams and casuals involved in wash activities.
b) Provide regular support and feedback to post-holders reporting to this role
c) Undertake probation and annual performance reviews frankly and in timely manner
d) Ensure sub-ordinates are clear about their role, expectations and all relevant policies and procedures
e) Support the professional development of subordinates
f) Undertake joint work planning
g) Facilitate communication flows between subordinates and senior management

Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Degree in Civil Engineering or construction engineering or public health or related technical qualification with relevant experience
Minimum of 2 years experience in construction projects or public health management (preferably WASH related)
Strong knowledge and experience in community based approaches
Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards
Leadership and supervisory skills and ability to foster team spirit.
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
Willingness to live in the North governorate of Lebanon.
Report writing skills and computer skills in word processing and spreadsheets.
Skills in technical drawings software (preferably AutoCad)
Experience in conducting surveys, managing and analysing data and statistics is desirable
Very good knowledge of English both written and oral
Willingness to have long working hours, stay in the camps and travel to construction sites when required.
