 CONCERN WORLDWIDE IN LEBANON  JOB DESCRIPTION  WASH ENGINEER           Job Identification   Job Title:                              WASH Engineer Location:                              North, Lebanon Reporting Line:                 WASH Project Manager Staff Reporting:                                None Job Status:                          Temporary – 6 months Job Grade:                          Grade 3 Prepared by:                      WASH Specialist Date Prepared:                 16 June 2013 Approved by:                    Country Director   Job Summary The Wash Engineer will be a counterpart to the WASH Project Manager (international staff) and will be expected to take on increasing levels of responsibility over time and Concern will build the post-holders capacity accordingly.  S/he is responsible for overseeing the implementation of administrative, financial, technical and community mobilization functions for the wash projects being implemented in the North governorate of Lebanon. He/she will manage the WASH team, work with subcontractors and give technical assistance to the Wash Project Assistants and team leaders.   Duties and Responsibilities Oversee the effective implementation of the WASH project a)      Responsible for the implementation of the Wash Project, providing technical guidance and oversight resulting in quality construction and materials supply b)      Ensure that all project activities are in accordance with budgets available and being implemented on schedule. c)       Assessments, Documentation and Project design d)      Responsible for assessment of Wash activities in the formal/informal settlements or camps in close cooperation with the WASH Project Manager and in line with the camp coordination team and other agencies and UNCHR/UNICEF. e)      Take part in the strategic planning, scheduling, monitoring and assessments, and evaluation of the Concern Wash project f)       Ensure documentation of project progress is on-going and integrate sound M&E procedures in all aspects of the project. g)      Ensure implementation of capacity building sessions in each camp for the construction teams covering environmental issues related to construction h)      Creatively solve problems that arise with communities and local authorities in providing Wash solutions. i)        Make sure that all Concern procurement and logistics policies are followed during the wash activities implementation. j)        Responsible for pre-qualification of good contractors to carry out WASH activities k)      Ensure that Wash activities are carried out in accordance with national quality, norms and standards provided for the camps. l)        In coordination with the Accountability Officer, support Concern to meet its minimum quality and accountability requirements in emergencies m)    Prepare documentation for final handover and closure of projects. n)      Timely reporting, on a monthly basis, regarding all Wash activities     Represent Concern and its work and liaison with external agencies a)    Liaise with local authority/municipalities to identify projects that would benefit both host and refugee communities. b)   Represent Concern at Wash coordination meetings in northern region as well as coordinating work with relevant partners and UNHCR.   Support and manage staff reporting to this position a)      Supervision of wash team leaders working in the camps, maximizing team-work and participatory approaches to management. b)      Provide regular support and feedback to post-holders reporting to this role c)       Undertake probation and annual performance reviews frankly and in timely manner d)      Ensure sub-ordinates are clear about their role, expectations and all relevant policies and procedures e)      Support the professional development of subordinates f)       Undertake joint work planning g)      Facilitate communication flows between subordinates and senior management   Deputise for the WASH Project Manager as required To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.   To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6). Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required     Skills, Qualifications, Experience and Attitude Required   Degree in Civil      Engineering or directly related field. Minimum of three years experience in coordination      or managing construction projects Strong knowledge and experience in engineering      and construction project with related processes like tendering of works,      monitoring of construction sites etc. Knowledge and      experience in GIS/GPS Previous work experience in refugee/IDP settings      and complex emergencies is an asset. Familiarity with the SPHERE Project and Minimum      Standards and Lebanon construction standards. Leadership and      supervisory skills and ability to foster team spirit. Strong organizational skills and able to      coordinate and manage a diverse array of activities and stakeholders Strong facilitation, negotiation and      mediation skills and ability to work independently Report writing skills      and computer skills in word processing and spreadsheets. Skills in      technical drawings software (preferably AutoCad) and project management      software are desirable. Excellent grasp of      English both spoken and written Good interpersonal and      communication skills in Arabic Willingness to live in      North governorate of Lebanon and travel to the camps when necessary.
