Wash Site Engineer

Job Summary:  The main purpose of the position is, under the direction of the Senior Engineer and/or WASH Programme Manager, to oversee the day-to-day implementation of WASH infrastructure projects in North Lebanon.  Duties and Responsibilities:  Project Supervision Oversee the day-to-day construction activities on site carried out by the contractor. Ensure project work sites meet all legal, environmental, health and safety requirements. Ensure all activities carried out by the contractor are of the highest quality and on time in accordance with the approved plans, specifications and work schedule. Maintain a daily site diary, recording all works activities, number of men on site, number and type of all plant on site, testing of materials, quality of the work, any difficulties encountered in carrying out the work and any suggestion by the contractor of an intention to claim for extra payment for any reason. Ensure that all required testing of materials is carried out and that detailed records are maintained. Ensure that all aspects of the work are carried out accurately by checking all lines, levels and measurements. Ensure the contractor’s compliance with the approved construction schedule. Close coordination with all stake holders/community on daily activities to ensure smooth project implementation. Arrange ad-hoc meetings, as required, with the contractor and other stakeholders on the project site. Report to the Senior Engineer/Project Manager daily on the activities undertaken highlighting challenges/problems encountered on site. Update the construction schedule based on actual accomplishments to monitor progress of the contract on a weekly basis. Prepare and submit weekly progress reports with working drawings indicating accomplishments to monitor progress.  Representation: Represent Concern at local meetings with stakeholders, contractor and other relevant actors as necessary. Coordinate project activities with other actors and stakeholders in the programme area as necessary. Work with the community, ensuring they have full knowledge of the on-going project, its progress and expectations  Other: Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner and stakeholders and be committed to providing a safe working environment. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required.  Skills, Qualifications, Experience and Attitude Required Degree in Civil Engineering or directly related field. Minimum of two years’ experience, including at least one year’s experience overseeing or managing construction projects on site. Strong knowledge and experience of engineering and construction projects and related processes including tendering of works, monitoring of construction sites etc. Knowledge and experience in GIS/GPS Knowledge and experience of surveying practices and equipment. Knowledge and experience of testing of materials, including concrete, steel, aggregates etc. Previous work experience in refugee/IDP settings and complex emergencies is an asset. Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards. Leadership and supervisory skills and ability to foster team spirit. Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders. Strong facilitation, negotiation and mediation skills and ability to work independently0 Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCad) and project management software. Willingness to stay on site and travel to construction sites all the time. Excellent grasp of English both spoken and written. Good interpersonal and communication skills in Arabic Willingness to live in North governorate of Lebanon and travel to the camps when necessary.
