Governance Specialist – ELISSA Project
Project Title: SABAH – Supporting SDCs in Akkar, Baalbeck-el Hermel and Surrounding Areas
Duty Station: Beirut, with regular travel to SDCs in target regions
Duration of Contract: 10 working Days Distributed on 3 months ( consultancy)
Reporting to: Project Manager
Coordination with: MoSA, SDC Directors, Training Leads
1. Purpose of the Consultancy
The Governance Specialist will provide technical support to COOPI and the Ministry of Social Affairs (MoSA) in standardizing governance practices across targeted Social Development Centers (SDCs). The role contributes to Project by facilitating institutional alignment, capacity building, and participatory governance approaches, ensuring SDCs deliver services effectively and in accordance with MoSA standards.
2. Scope of Work and Responsibilities
The consultant will:
A. Planning and Design
- Support the planning and design of 3 governance-focused workshops for SDC management teams.
- Align workshop content with MoSA protocols
- Coordinate with MoSA regional assigned staff on training priorities.
B. Workshop Delivery
- Lead or co-facilitate 3 workshops on:
• Governance and decision-making protocols
• Accountability structures
• Standardized service delivery procedures
C. Technical Support and Follow-up
- Provide technical backstopping during and after the workshops.
- Conduct follow-up to support integration of workshop content into daily SDC operations.
- support the SDC and COOPI staff with the outreach strategy and home visits protocols
D. Documentation
- Deliver training agendas, participant feedback summaries, and short technical notes for each workshop.
- Contribute to the section on governance support in the project’s internal and external reporting, as needed.
- elaborate final report of the consultancy

4. Payment & Contractual Terms
- Payment will be made upon submission and approval of deliverables and signed timesheets.
- Any additional days or tasks must be agreed upon in writing by COOPI and are subject to available budget.
5. Profile and Qualifications
Education: degree in Public Administration, Development Studies, or equivalent, certificate of project management
Experience: Minimum 5 years in governance, public reform, or capacity building and outreach
Technical Skills: Strong facilitation, coaching, workshop delivery, and advisory skills
Knowledge: Familiarity procedures and project governance standards
Language: Fluent in Arabic and English (spoken and written)
