Position: Finance and Administration Coordinator (Country Administrator)
Location: Beirut, with travel to Tripoli
Starting Date: July 1, 2025
Gross Salary: $2,500 – $3,000 USD
Health Insurance: Provided (individual coverage)

Position Overview:
The Finance and Administration Coordinator (Country Administrator) is responsible for the supervision, management, and quality implementation of all financial and administrative operations of COOPI in the country. The Administrator also contributes to managing relationships with institutional partners and stakeholders, particularly regarding authorization requests and procurement processes.

This position reports functionally to the Regional Administrator and hierarchically to the Head of Mission.

Key Responsibilities:

  • Coordination Budget Planning and Monitoring:
    In collaboration with the Head of Mission, prepares and regularly reviews the coordination and sub-coordination budgets, ensuring sustainability and proper allocation of fixed costs across projects.
  • Budget Preparation and Financial Oversight:
    Oversees the development of project budgets in alignment with strategic planning and ensures their consistency with country, regional, and HQ sustainability requirements.
  • Asset and Procurement Management:
    In coordination with the logistics team, ensures proper management of COOPI assets and compliance with procurement procedures.
  • Financial Management:
    Supervises cash management (bank and safe), prepares and submits monthly fund requests to the Regional Administrator, ensures timely receipt of donor funding, and oversees all aspects of cash flow. Maintains signatory authority on all COOPI bank accounts.
  • Project Financial Monitoring:
    Works with Project Managers and the Head of Mission to regularly assess project financial performance (expenditures, forecasts, variances).
  • Financial Reporting and Audit:
    Prepares and reviews all interim and final financial reports before submission to HQ and donors. Manages project and annual audits (local and HQ) and ensures proper documentation and compliance.
  • HR Administration and Supervision:
    Manages and supervises local administrative staff, provides training on administrative procedures, supports the development of staff regulations, and ensures compliance with labor laws and HR policies.
  • Government Liaison:
    Ensures all administrative and financial procedures related to local authorities are timely and compliant, including visas, registrations, and financial reports.
  • Contract Oversight:
    Supervises the drafting and monitoring of contracts with suppliers and other coordination-level agreements.
  • Procurement Support:
    Assists project managers and logistics in ensuring procurement processes comply with COOPI and donor procedures and verifies budget availability and required approvals.
  • Financial Tools and Forecasting:
    Maintains financial monitoring tools at the coordination level and supports monthly financial updates and forecasts with project teams.
  • Proposal and Budget Development:
    Supports the Head of Mission and Project Managers in drafting project proposals and related budgets.
  • Other Duties:
    Performs other tasks as requested by the Head of Mission or Regional Administrator in response to mission needs.

Requirements:

Essential:

  • University degree in Business, Economics, or related field
  • At least 5 years of experience in a similar position
  • Strong knowledge of donor rules and procedures (ECHO, EU, UN, AICS)
  • Experience in logistics, procurement, and security
  • Proven experience liaising with government and NGOs
  • Excellent English communication skills (spoken and written)
  • Competence in budget planning, financial analysis, and reporting

  • Strong analytical and problem-solving abilities
  • Cultural sensitivity and capacity to manage institutional relations
  • Leadership and staff supervision experience

  • Proficiency in Microsoft Office and financial software tools

Desirable:

  • Experience in managing complex teams
  • Knowledge of Italian
  • Familiarity with COOPI’s procedures
