Position Title: Project Manager – SWAM Project
Location: Beirut (or Tripoli) with frequent visit to sub-office in Tripoli and field visit to Akkar, Lebanon.
Reports to: Head of Mission
Contract Duration: Until August 2025 with possible extension
Start Date: As soon as possible

1. Background

COOPI – Cooperazione Internazionale is implementing the SWAM project in Tripoli and Akkar, aimed at supporting local governance, community engagement, and access to basic services. The Project Manager will lead and coordinate project implementation to ensure effective delivery in line with COOPI’s standards and donor requirements.

2. Purpose of the Role

The Project Manager is responsible for the overall coordination, planning, implementation, and monitoring of the SWAM project in Tripoli and Akkar. This includes overseeing day-to-day operations, ensuring quality, managing stakeholder relationships and ensuring compliance with internal and donor procedures.

3. Main Responsibilities and Tasks

In the project implementation, the Project Manager is directly involved not only in the field activities but also, in the procurement, finance, cash flow and donors' relation.

A. Project Management & Implementation

  • Lead the execution of the SWAM project in accordance with approved plans and timelines.
  • Coordinate with municipalities and the local partner to ensure smooth and collaborative implementation.
  • Ensure integration of cross-cutting themes such as protection mainstreaming, gender equality, and environmental sustainability.
  • Identify and address implementation challenges proactively.

B. Team Management

  • Directly supervise the Assistant Project Manager, providing guidance, support, and performance management.
  • Promote a positive and professional working environment aligned with COOPI’s values.

C. Monitoring, Evaluation, and Reporting

  • Ensure regular monitoring of project progress in collaboration with the MEAL team.
  • Contribute to internal and donor reports with accurate, timely, and meaningful data.
  • Participate in field visits to ensure quality implementation and gather feedback.

D. Financial, Administrative and Logistics Oversight

  • Collaborate with the Finance and Logistics departments to monitor project expenditure and procurement processes.
  • Ensure compliance with COOPI’s financial and procurement procedures and donor requirements.

E. Coordination and Representation

  • Coordinate closely with municipalities, the local partner, and other relevant stakeholders in the field.
  • Represent the project in relevant coordination platforms and meetings.
  • Maintain regular communication with donors and provide updates when required.

4. Required Qualifications and Experience

  • University degree in Project Management, Social Sciences, International Development, or related field.
  • At least 5 years of experience managing humanitarian or development projects.
  • Strong experience in stakeholder coordination, especially with local authorities and partners.
  • Experience in donor communication and reporting.
  • Proven ability to manage project implementation under tight deadlines and challenging contexts.
  • Fluency in English and Arabic; French is an asset.
  • Driving lisence is a must.
