COOPI – Cooperazione Internazionale is an Italian humanitarian organization committed to fighting poverty and promoting sustainable development. COOPI Lebanon implements programs in protection, education, livelihoods, and basic assistance, supporting vulnerable populations across the country. The Senior Administrator is a key position within Project ELISSA/GRA/2025/01, responsible for ensuring effective financial and administrative management in compliance with COOPI’s policies and donor regulations.
Position: Senior Administrator
Key Responsibilities
Administration and Finance
- Provide technical support to the Project Manager on the correct application of COOPI and donor administrative procedures.
- Collaborate with the Project Manager to ensure expenditures align with financial plans and project budgets; supervise the accountancy of all projects.
- Post expenditures in COOPI's accounting software after collecting and verifying financial documents.
- Monitor cash flows and supervise petty cash management.
- Support the Project Manager in managing project budgets, ensuring financial resources are used in line with donor procedures and project budgets.
- Monitor field office sustainability and verify correct attribution/distribution of costs.
- Coordinate the planning and preparation of budgets, amendments, and forecasts with the Project Manager.
- Control petty cash movements and facilitate replenishments as needed.
- Assist the Project Manager and senior project staff with finance and procurement-related matters.
- Manage financial audits conducted on projects.
- Supervise annual financial audits on general accounting for local authorities.
- Perform other duties related to the position as required.
Logistics
- Assist project managers and the logistics team in procurement processes, ensuring compliance with COOPI and donor procedures.
- Verify budget availability for all expenditures and confirm appropriate authorizations are in place.
- Supervise the preparation of contracts with suppliers and other contractual agreements, ensuring accurate tracking of commitments.
Human Resources
- Coordinate and supervise the implementation of human resources policies, including labor law compliance and recruitment.
- Ensure timely salary payments and maintain an audit trail of HR records.
Reporting
- Prepare periodic financial reports and fund requests
- Produce monthly cash and bank reconciliation statements.
Requirements
Essential
- University degree in Business, Economics, or a related field.
- At least 5 years of experience in a similar role with an international NGO.
- Strong background in logistics, procurement, and security matters.
- Experience working with major donors (EU, ECHO, UNHCR, AICS, OCHA).
- Fluency in English and Arabic; knowledge of Italian is an asset.
- Strong teamwork skills.
- Excellent organizational skills and ability to meet deadlines under pressure.
- Proven supervisory and coordination abilities.
- Strong communication, negotiation, and multitasking skills.
- Ability to work effectively in high-pressure environments with excellent interpersonal behavior.
