COOPI – Cooperazione Internazionale is an humanitarian, non confessional and independent organization that fights against all kinds of poverty to make the world a better place. Founded in 1965 by Vincenzo Barbieri (Italian "father" of international volunteering), COOPI is based in Milan and it has 25 headquarters Worldwide. It works to assist populations struck by emergencies (disasters and conflicts) and to facilitate their civil, economic and social development.
In 2012, COOPI managed about 48 millions euro; 94% of the funds was employed for the field projects and 6% for administrative costs. COOPI relies on the expertise of 32 employees and 47 consultants in Italy, 121 expatriates and 4.500 local operators. In 2012, COOPI reached 3,6 millions beneficiaries. COOPI is known as the “We do it NGO”.
In Lebanon, COOPI has already operated and developed humanitarian projects in South Lebanon during the years 2003-2005 and now is setting up a new office in Batroun (the registration process for the recognition in Lebanon as INGO is in progress)
In response to the influx of Syrian refugees in Lebanon, COOPI is going to implement a multi-sectoral relief program in Lebanon. The program will provide assistance to Syrian refugees, trhough Lebanese entities, and host communities in North Lebanon, in the three Districts of El Batroun, Bcharré, El Koura.

Job Title: Shelter Officer
Project Title: Improvement of living conditions for populations affected by Syrian unrest in Lebanon

Direct supervisor / Reports to: Project Manager, Shelter Coordinator, Construction Expert
JOB DESCRIPTION
Main Tasks
Under the supervision of the Field Manager and the Construction Expert, the Shelter Officer will:
Do daily field visits to potential units to make a technical evaluation and prepare the implementation of components of the Emergency Shelter activities in the Districts area of the project;
Prepare a complete Bill of Quantities (BoQ) for the unit technically evaluated on the field with the definition of items, describing the specifications, the quantity and the quality of materials required (including workers fees, machines renting, transportation fees, other);
Field supervision of the construction/rehabilitation of the units:
Daily visit to these units assessing the quality and quantity of the work done by the contractor (very good knowledge of materials, specification and prices)
Conduct the negotiation of rental-agreements with landlords, with the support of the Finance Manager;
Be in daily contact with the Shelter Coordinator and the Construction Expert, providing daily, weekly and monthly reports;
Support the Project Manager in maintaining relationships with local municipalities and community leaders;
In collaboration with the Project Manager, the Construction Expert, support the recruitment of appropriate personnel for the Shelter Team;
Assist in any kind of programs that show up related directly or indirectly to shelter rehabilitation or construction
Requirements
Education Degree: Technical Diploma
Language Skills: Fluent Arabic and Very Good English
Computer literacy in Microsoft office, AutoCAD, Internet
Previous work experience of at least 3 years in an international NGO or Private Organization;
Able to manage stressful situation, and work long hours in the field
Good communicator and hard worker
Valid Driving Licence
