Main responsibilities:
- Supervision in the application and eventual improvement revision of the systems and procedures of administrative and accounting management of projects both on site and with respect to the relationship with the Administrative Office of the Italy office;
- Preparation and monitoring of the financial plan of the projects, in consideration of the operational plans, partnership agreements and contracts with the donors;
- Supervision of the relationship with banking institutions on site. Opening, management and closure of COSPE bank accounts and preparation of delegation of signature to other personnel, according to the agreed and approved scheme of administrative and accounting management of the projects;
- Initiation, management (contract, time sheets, vacations, permits, illnesses ect.) and closure of local contracts of COSPE staff in Lebanon and local consultants in the area, in compliance with the laws and regulations in force and supervision of procedures and methods of management of human resources of the partners;
- Management of COSPE's assets in Lebanon, including transfer, sale and purchase, in compliance with the country's regulations and the donors' rules;
- In accordance with the laws of the country and under mandate of the Country Representative, registration, updating and eventual deregistration of COSPE, if applicable, with the national authorities in charge and in the respective national registers, including annual audits;
- Registration of the expenses, when needed, in the NPS accounting system according to the imputations provided by the coordinator of the project and in the elaboration of the reconciliation of the bank accounts and COSPE local cash with accounting movements and preparation of the relative prospectus on a bi-monthly basis;
- Supervision in the management of cash registers and banks and bookkeeping of the projects, with verification of the validity of accounting documents and purchasing procedures and any supporting document, both for the expenses of COSPE and of the partners;
- Participation in the preparation of new project budgets and economic tables related to variants, supervising also that there are economic resources for efficient maintenance of the office and administrative management of projects;
- Support to the local partners in the planning, monitoring and management of budget, and in the preparation, revision and collection of the financial documents required by the donor in time and according to the project’s deadlines.
Mandatory Requirements:
- Diploma and/or university education in economics, accounting, bookkeeping or at least 3 years of specific professional experience in administrative management of foreign offices or complex projects/programs;
- Knowledge of accounting/bookkeeping;
- Strong motivation to work in the non-profit sector with a human rights approach;
- Excellent knowledge of Arabic and English language (C1 level both spoken and written);
- Excellent knowledge of computer tools and applications in the accounting field;
- Thorough knowledge of the reporting rules of the main funders such as AICS, U.N., EU, and in particular the rules of procurement of the European Union;
- Experience in the administrative management of complex projects (at least 3 partners and value over 1 million euros);
- Sharing of the mission, values and strategies of COSPE.
