Haretna Project, implemented by a consortium of four partners, aims to empower residents and improve the quality of life in three neighborhoods across Lebanon. The consortium is led by the Norwegian Refugee Council (NRC), which has operated in Lebanon since 2006, providing integrated assistance in shelter, education, legal aid, livelihoods, and WASH to refugees and vulnerable Lebanese communities to enhance resilience and access to basic services. The Lebanese Women Democratic Gathering (RDFL), a national partner, is a key advocate for women’s rights and protection from gender-based violence, operating five safe centers across Lebanon and leading the consortium’s Specific Objective on gender mainstreaming, case management, and advocacy. The international partner COSV (Coordinamento delle Organizzazioni per il Servizio Volontario), an Italian NGO with over 40 years of experience in socio-economic development, is co-leading the project’s economic empowerment component; integrating income-generating activities and supporting social economy initiatives based on its extensive regional experience, including the EU-funded SEE CHANGE programme. Finally, the Tripoli Entrepreneurs Club (TEC), a national partner, is contributing its expertise in entrepreneurship and innovation by implementing activities, particularly focusing on employability enhancement, labor market analysis, job matching, and SME/startup support to promote sustainable economic growth.
COSV is handling community activities, a central pillar of the project. Community activities pillar plays a vital role in bringing people together, strengthening social cohesion, and providing opportunities for residents to acquire new skills and build the capacities needed to access sustainable livelihood opportunities.
To implement community activities, we are seeking facilitation companies (one for each neighborhood) that can assist us in implementing community activities and events within each of the targeted neighborhoods.
Objectives of the assignmnet
COSV, within the framework of the Haretna project, seeks to recruit three qualified companies (one for each neighborhood; Saida, Beirut and Tripoli) to act as a facilitator for the implementation of community activities identified and prioritized by the Neighborhood Action Groups (NAGs). The objective of this assignment is to ensure that community-led activities are implemented effectively, efficiently, and in alignment with the priorities set by the NAGs and COSV.
The selected company will not be responsible for choosing the activities but will play a facilitation role, supporting COSV and the NAGs by identifying and contracting service providers, coordinating logistics, and ensuring high-quality and timely execution of the activities within the allocated budget. The facilitator company will serve as the operational link between COSV, the NAGs and the service providers, guaranteeing that community activities are carried out in a transparent, inclusive, and accountable manner.
Scope of Work
The facilitating company shall take care of the following major responsibilities:
1- Coordination with COSV
- Participate in meetings with COSV and NAGs to understand the type of agreed upon activities.
- Ensure that the priorities of NAGs are central to the implementation process.
- Provide regular updates and feedback loops to COSV throughout the activity cycle.
2- Procurement and Contracting Service Providers
- Identify and select in close coordination with COSV qualified service providers to implement the agreed-upon activities (event organizers, technical teams, trainers, suppliers).
- Conduct transparent and competitive selection processes in line with COSV’s guidelines.
- Manage contracts with service providers, ensuring compliance with timelines, budgets, and quality standards.
3- Facilitation and Implementation Support
- Oversee the day-to-day implementation of activities to ensure smooth delivery.
- Provide logistical and administrative support to service providers where necessary.
- Resolve challenges that arise during the execution of activities.
- Ensure activities are inclusive, safe, and accessible to all community members.
4- Monitoring and Quality Assurance
- Follow up closely on the execution of each activity to ensure quality standards are met.
- Document progress, challenges, and lessons learned during implementation.
- Ensure that all activities adhere to Haretna’s safeguarding, gender, and inclusion principles.
5- Financial Management and Budget Compliance
- Manage allocated budgets for activities responsibly and transparently.
- Ensure all expenses are in line with the agreed budget and COSV’s financial procedures.
- Submit financial reports with proper documentation to COSV for review.
6- Reporting and Communication
- Provide timely narrative and financial reports to COSV after each activity.
- Share photos, videos, and documentation of activities for visibility and accountability.
- Maintain open communication with COSV and NAGs throughout the process.
Qualifications and Experience
Organizational Qualifications
- Legally registered company with the ability to operate in Lebanon.
- Proven experience in project implementation, event management, or community-based activities.
- Demonstrated financial and administrative capacity to manage contracts and budgets.
- Previous experience working with INGOs, NGOs, or development projects is highly desirable.
- Technical Expertise
- Strong background in logistics coordination, procurement, and service provider management.
- Ability to work within strict budgets and timelines, ensuring transparency and accountability.
- Knowledge of community engagement approaches and participatory planning methods.
- Familiarity with donor compliance and reporting requirements.
- Team Qualifications
- Qualified staff to oversee planning, execution, and reporting including logistics and procurement staff experienced in contracting and supervising service providers, and support staff for administration, coordination, and field monitoring.
- Ability to assign Arabic-speaking staff for smooth communication with NAGs and community members.
Payment Terms
The facilitating company will be paid for its services a total of $24,000 via bank transfer to its fresh bank account. Payments will be made in several installments: 10% upon signature, and three equal every 4 months, and the remaining 10% upon the submission of the final reports.
The company will also prepare the needed budget to cover the activities and will send the report to COSV to request the funds.
